STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
August 20, 1984
6:00 p.m.
1. Call to Order
The Mayor Pro Tem called the study session to order at 6:00 p.m. Present
were Councilmen Ronald Backes, Larry Mitchell, Thomas Duffy, KEith
Meland. Also present were the Assistant to the City Manager, the Director
of Parks and Recreation, the Director of City Development, Director
of Public Works, the Administrative Assistant to the Director of
Public Works, the City Assessor, Administrative Assistant to the City Manager,
representatives of Klodt Development and representatives of the Minikanda
Oaks Neighborhood Association.
Mr. Bill Thibault, Director of City Development, offered the group
an explanation and description of the Bass Lake study which the Planning
Department had completed at the City Council's request more than a
month ago. Mr. Thibault's discussion included the use of aerial maps
and photographs and highlighted the Comprehensive Plan's goals and
objectives. He described three major alternatives for the development
of the Bass Lake project which had been prepared by the Planning Department
and stated that alternative No. 3 had been supported by staff and the
Planning Commission as being most compatible with the Comprehensive
Plan.
Sharon Klumpp, Assistant to the City Manager, pointed out there were
some inconsistencies in the proposed Klodt plan for development and
in the adopted Comprehensive Plan. Councilman Mitchell asked why the
Comprehensive Plan had included medium rather than high density housing
f in the area.
Mr. Thibault responded that in prior years the City Council had rejected
a Planning Commission proposal for high density housing and that the
adjacent neighborhood had also voiced objection to high density housing
in the area.
Councilman Backes expressed a concern over the timing required to implement
the Klodt development and asked what process was required to expedite
the matter. Mr. Thibault responded that in his opinion Council could
ask the Planning Commission to prepare two alternative plans for the
site, either of which could be accepted or rejected by the City Council.
Councilman Duffy strongly suggested that the City and the developer
begin working together to create an atmosphere which would be conducive
to coordinating a development for the area. When asked about how long
the Comprehensive Plan amendment process might take, Mr. Thibault
responded that it could be approximately two months before a final
vote would come before Council to amend the existing plan.
Councilman Martin arrived at 6:40 p.m.
Councilman Mitchell expressed a concern that the accepted process
for amending the Comprehensive Plan be followed includinq Planninq
Commission input, public hearings, etc. It was identified that the
major conflicts between the existing plan and the proposed development
occur in that section of the property which is presently proposed

Mr. Thibault commented that in his opinion the only restraint
to completion of the amendment process would be the legal requirements
of the process itself.
Mayor Pro Tem Meland adjourned the study session at 6:55 p.m.
