Call to order The Mayor called the study session to order at 6:00 p.m. Present were Council members Jerrold Martin, Ronald Backes, Tom Duffy and Mayor Lyle Hanks. Also present were the City Manager and various staff members. 2. King's Inn. The City Manager reported to Council that the Department of Inspectional Services had completed a thorough inspection of the dining and food handling facilities at King's Inn. It was noted that three court citations had been issued in September and that no remedial action had been taken or apparently planned by the restaurant's owner. The City Manager stated that in staff's opinion the restaurant's food license for 1985 should not be renewed until the issues identified in the Inspectional Services report had been addressed and remedied. The consensus of Council was that staff should be supported and that King's Inn should be required to clean up their operations in accordance with state health guidelines and City ordinances. The manager stated that he would prepare a letter to the owner of King's Inn which would clarify the City's intention to not renew the establishment's food license on Jan. 1 until appropriate remedial action is taken. 3. Mulhouse The Manager informed Council that he had recently received a letter from Mr. John Mulhouse requesting consideration by Council of some ill-defined claims of impropriety. Council directed the manager to inform Mr. Mulhouse that he should proceed with his claims through the accepted judicial processes. 4. Firefighters Pension The St. Louis Park firefighters have proposed legislation which would allow them to vest in a retirement program at 10 years. It was noted that firemen had chosen the 20 -year vesting at the same time they selected additional benefits in their existing retirement program. The City Manager stated that he felt the City should not pay additional costs for the firefighters pension program. Councilman Martin stated that he is not opposed to the idea of 10 -year vesting if the financing could be worked out in a way acceptable to the City. The Manager stated that he felt a bill would be introduced to the Legislature and that legislation would probably come back to City officials for their review and opinions. Councilman Martin stated that the City should do whatever is necessary to encourage new firemen to join the ranks of the City's fire department. Mayor Hanks noted Study session minutes December 3, 1984 2. that if the City were to approve this request from the Fire Department, the Police Department would be in a position to ask for the same benefits that are currently a part of the fire- fighters pension program. Mayor Hanks directed the Manager to inform the Fire Department that the Council has many questions about this issue and would like to discuss it further. 5. Comments from the Mayor Mayor Hanks stated that the sessions at the National League of Cities conference in Indianapolis had been informative and that he had participated in a discussion exercise which he felt would benefit the Council.
