CALL TO ORDER The City Board of Equalization of the assessment district of St. Louis Park reconvened at 7:10 p.m., Monday, June 18, 1984. 2. ROLL CALL The following Board members were present: Ronald Backes Lyle Hanks Thomas Duffy Larry Mitchell It was moved by Councilman Duffy and seconded by Councilman Backes to approve the minutes of June 7, 1984. The motion passed 4-0. 3. CHAIRMAN Chairman Hanks proceeded to open the hearing with the statement that the function of the Board was limited to the determination of the market value of the properties being appealed as of January 2, 1984, Minnesota's date of assessment. He cited that the Board has no authority governing taxes pay- able this year or next year, in which the valuations serve as a tax base for several other governments that levy upon that base. Upon the closing of his address, the case hearings commenced. 4. CASES The following case came before the Board of Equalization and the complainant was informed that the Board was meeting for the purpose of reviewing and adjusting, if necessary, the property valuations for the year 1984. Further- more, the complainant was requested to state the nature of his complaint and to submit any information that would support his claim. The City Assessor submitted comparable sales and other information relative to subject and adjacent properties. The complainant was informed that his case would be taken under advisement by the Board and lie would be notified as to the Board's recommendat i cm and conclusion in the matter. Case No. 20 Owner: Paul C. Smith Property: Apartment Building Location: 3384 Library Lane Property I.U. No. 17-117-21 41 0031 Paul C. Smith stated he paid $215,000, $5U,000 down, assumed $52,477 _a 82, and $112,676 on contract for deed @ 9-1/2Z seven-year balloon. He used a 152 discount rate versus the Assessor's 132, after personal property was taken out. Owner concluded value to be approximately $155,765 versus the Assessor's recommended value of $177,000. nvrsrr . , City Board of Equalization June 18, 1984 4. CASES (continued) Chairman Hanks gave a synopsis of the Board's final review process and procedures involving the various property owners that had appealed to the Board. After due consideration and deliberation in each case, the follow- ing actions were taken by the Board relative to the 1984 appealed assess- ments: rnaa wn _ i Owner: Leland E. No. 05-117-21 34 0084 It was moved by Councilman Martin, seconded by Councilman Y.itchell, to reduce the 1984 assessment value from $77,300 to $73,000. The motion passed 4-1.
