CITY COUNCIL YEAR END MEETING
ST. LOUIS PARK, MINNESOTA
DECEMBER 28, 1984
1. Call to Order
Mayor Pro Tem Meland called the year-end meeting to order at 12:10
p.m.
2. Roll Call
The following Councilmembers were present: Jerrold Martin, Ronald
Backes, Thomas Duffy, Richard Strohl and Mayor Pro Tem Meland.
3. 1985 Animal Control contract
Council discussed a staff report which provided information about
two bids which had been received for animal control services during
1985. Councilman Martin noted that the City's current vendor, MAPSI,
was now located in Blaine, Minnesota which was approximately 25
miles from St. Louis Park. It was his feeling that most residents
would prefer not traveling that great a distance to retrieve their
lost pets.
Councilman Martin moved to authorize the City to enter into a con-
tractual agreement with White Bear Animal Control, Inc. of Minneapolis
to provide full animal control services during 1985. Councilman
Strd11 seconded the motion which passed 5-0.
4. Determination of interest rate: Klodt (Sheehan Corporate Center Partnership)
industrial aeve opment on s; Resolution No. 84-225
The City Manager informed Council that the interest rate on industrial
development bonds being requested by Klodt Development Corp. had
been set at 11.25 percent. After a brief discussion, Councilman
Martin moved to approve Resolution No. 84-225 setting the interest
rate at 11.25 percent for Klodt's industrial development bonds.
Councilman Duffy seconded the motion which passed on a 5-0 vote.
5. Verified claims
It was moved by Councilman Backes, seconded by Councilman Martin
to approve the list of verified claims dated December 28, 1984
prepared by the Director of Finance in the amount of 5199,604.45
for vendor claims and $4,230.78 for payroll claims and that the
City Manager and City Treasurer be authorized to issue checks in
in the appropriate amounts.
The motion passed 5-0.
6. Other business
Councilman Backes stated that Dottie Rietow, St. Louis Park's current
representative on the Metropolitan Council had asked the City Council
to draft a letter to Governor Perpich and the Met Council stating
that the City of St. Louis Park was in favor of having her reappointed
to her position. Mayor Pro Tem Meland commented that the City Council
had declined such requests on previous occasions. Councilman Martin stated
that he felt there would be no problem in granting the request since Ms.
Rietow was not seeking the position for the first time but was, in fact,
an incumbent seeking reappointment. Mayor Pro Tem Meland responded that
he could support the request if there was no opposition for Ms. Rietow's
seat on the Met Council. Councilman Backes moved to authorize Council
to send a letter from the City over the Mayor Pro Tem's signature which
would offer support for Ms. Rietow's reappointment. Councilman Martin
seconded the motion which passed 5-0.
7. Adjournment
Councilman Martin moved and Councilman Backes seconded to adjourn the
meeting at 12:28 p.m. Motion passed 5-0.
