CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
January 11 , 1982
1 . Call to Order The meeting was called to order by Mayor
Phyllis McQuaid at 3:00 p.m.
2. Roll Call The following members were present at
roll call :
Ronald Backes Keith Meland
Lyle Hanks John Ralles
Jerrold Martin Richard Strohl
Phyllis McQuaid
Also present were the City Manager, the Director of Public Works , the
Director of Planning and the Director of Parks and Recreation.
2. 1982 Capital Improvement Program - The Capital Improvement Program was
introduced by Administrative Assistant Craig Dawson who pointed out some
of the refinements in the proposed program.
The Director of Public Works discussed proposed improvements for streets ,
walks trails, bus shelters , traffic controls, sewers and water mains ,
municipal facilities and landscaping.
Streets and Alleys - The Director of Public Works said that the Elmwood
Alley project should be deleted from the 1982 program since the neighbor-
hood has not demonstrated an interest in using special assessment grants
for this purpose. Community Development Block Grant funds cannot be
used for this project since the project would not benefit primarily low-
and moderate-income persons.
Bus Shelters - Councilman Hanks stated his objection to the cost of the
bus shelter at Quentin Ave. and Excelsior Blvd. He said that the bus
shelter in this location should not be as elaborate as the shelter lo-
cated at Wooddale Ave. and Excelsior Blvd.
Councilman Martin asked if landscaping around the shelters could be
deferred. The City Manager said that he felt some degree of enhancement
was necessary to build a good City inage.
Mayor McQuaid asked about the status of the Yosemite Ave. and Excelsior
Blvd. bus shelter. Carlton Moore of the Engineering Department said it
was being added to a construction package in order to get a good price 1
for the shelter.
The Director of Public Works indicated that the bus plaza at Louisiana
Ave. and Highway 12 should be deleted since upgrading can be accomplished
through maintenance.

Sidewalks - Councilman Meland said he had received calls from residents
on Texas Ave. south of Highway 7 who were interested in sidewalks along
their street.
It was moved by Councilman Meland, seconded by Councilman Martin, to
direct staff to add sidewalks on Texas Ave. from Highway 7 to Lake St.
to the 1982 program and to investigate participation by the City of
Hopkins in this project.
The motion passed 7-0.
. Councilman Backes asked staff to explore the use of tax increment
financing for the Wolfe Park trail . The City Manager said that that
question will he referred to the Housing andRedevelopmentAuthority.
The Director of Public Works suggested that the Devaney Street trail
be scheduled for 1982 instead of 1983 as a result of neighborhood re-
quests for this project.
Traffic Controls - Councilman Meland said that the plans to close the
Quebec Ave. and Highway 7 intersection should be re-examined because of
the hazards present at that intersection.
It was moved by Councilman Meland, seconded by Councilman Martin, that
staff review MnDOT's position on closing the Quebec Ave. and Highway 7
intersection.
The motion passed 6-1 (Councilman Hanks opposed) .
The Director of Public Works pointed out the need for installation of a
traffic signal at Betty Crocker Dr. and Ford Rd. Although the project
is scheduled for 1985, he said that traffic warrants for a signal are
currently being met.
Park Improvements - The Director of Parks and Recreation discussed 1982
proposed park improvements.
Councilman Backes asked if tax increment financing could be used to im-
prove the open space in Oak Park Village. The Director of Parks and
Recreation said that funding from the Community Development Block Grant
program was being used for that purpose.
Councilman Martin inquired if tennis courts were needed in the Shelard
Park area and suggested that the condominium associations be contacted
on this natter.
Councilman Martin noted that the survey completed by the Parks and
Recreation Commission had not yet been studied by the City Council .
It was moved by Councilman Martin, seconded by Councilman Ral les , to
devote a portion of an upcoming study session to examine this survey.
The motion passed 7-0.

Redevelopment Projects - The Director of Planning explained projects
planned for the Excelsior Blvd. Redevelopment area.
Financin - The City Manager briefly explained some of the financing
imp ications resulting from the 1982-1986 Capital Improvement Program.
He indicated that the City might need to sell a small bond issue in
1982 to avoid selling a very large issue in 1983.
It was moved by Councilman Martin, seconded by Councilman Ralles , to
adopt the 1982 program as amended and to schedule another study session
to review the remainder of the document.
The motion passed 7-0.
• 4. Adjournment - The meeting adjourned at 10:20 p.m. on a motion made by
Councilman clanks and seconded by Councilman Meland.
