LOUIS PARK, MINNESOTA Febru�ry 1, 1982 �tayor Phyllis Mcquaid called to order a special meeting with the City's State Legislators at 9:3� p.m. The followinq Councilmamebers were present: Ronald Backes Lyle Hanks Jerrold tlartin John Ralles Richard Strohl Phyllis McQuaid Senator Irv Stprn uas (1re5Qrlt at 9:30. Representatives Sally Ulsen and Elliot R�thenherc� arrived at 9:55. Also present were the City Manac�er, Director of Planning and Director of Publ ic Vlorks. Leqislative Issues A list of issues for possible action by the Leqislature had been distributed among the Council and Leqislators. It was decided that discussion would be informal. �n natters relatinq to �roundwater contar�ination, tl�e Legislators wished t� he keot informed an�l�erecl t e�r support to tlie City's cause to the extent they can helo. The t1a,yor anci Ci �y Manac�er hoped that elected Sta*e and Conc�ressional revresentatives ��rould continue to pressure state and federal a�encies to show solid support. On data �ractices. The Leqislators a�reed that it was hiqhly unlikely that any action would be taken o� lev� l�imits. SenAt�r Stern noted a rural bias in the Leqis- lature whic{i sup�orte�i the cnntinuation of levy lir�its. Rep. Rothenberq noted that the Tax Corm�ittee has not alloweci hearings to be helci on the sub,iect. Ren. Olsen aclree�l that levy li�its were unfair. Senator Stern said that inriustrial revenue bondin (IRBs) was a federal issue and that the State wou not act unt a e eral decision had been made. Rep. Rothenberg believed that workers compensation would be the issue mc�st seriously del iberatP�i by tl�e current ses o of the Legislature. There ��as a brief disc��ssion on the need to ensure that full funding �voulri be continued for the W. :;6th/Hic�hway 100 interchanqe project Rev. Olsen sai�1 she ha�i been a�►�roached by Rep. PJorton of St. Paul on buildin� a coalition to oppose I=35E.� She ���ondered hoti� the City Council felt about siich a coalition. �lfter Council discussion, she noted the r:�i xe�.i reactions of tl�e Counci lnembers and thei r di verse posi tions on I-394. Re�. Olsen related tha� a comprehensive housinq bill was before the Leqislature which containecl a�rovision to relax zonin4 requlations to allow r��anufactured mobile hor�es on sinqle lots. Councilman Backes said that the ssoci ation o�le�ropol i tan Miini ci pal i ties (A�1�1) had a strong policy statenent opposing mobile homes. Councilraan Nartin asked if the bill related strictly to r�ohile homes and not to modular housing manufactured off-site. Councilman Backes r�oveci, and Councilman Hanks seconded, that the City Council su�rort the Att�t policy statement opposinq manufactured mobile h�usinc�. The motion passed 6-0. Rep. Olsen also asked the Counr.il its position on a bill which would ren�ove from the Metropolitan Wastewater Control Cor:imission (�141CC) the ability to deterr.�ine p�rop ortional charaes to sub��rbs for system-wide di scre�anci es i n actuaT—vs . recor e ow. e Ci ty �lanac�er wi shed to see a copy of the �ill to evaluate substitute r�easures for regaining tfiese ch7rc�es before recomnendin� a position.
