He said he had rec��iested copies of all pertinent legal documents. Also, he said a letter was in circulation fror� local liquor estahlishr�eni:s regardina the application, and he wanted to review it. He said residents of the Elrn��ood neigliborhood would have no access via foot to the K-Mart area. The Di rector of Publ i c �lorks said tiii s r�atter was one of several under discussion. He rer�ind�d Council that the plan on display was a preliminary plan an�i that there would be considerable discussion regarding the project. Councilman Hanks a�hat kind of attendance tl�ere had been at the various neighborhood meetinc�s. The Director of Public �l�rks responded that out of three meetings, a total of sixteen people had attended and that parkine� was one of the items discussed. C�iincilm�in lianks said I�e felt there was qoinc� to be a furor when this restriction went into effect and wondered if those residents losing on-street parkinn had sonewhere t� park. Councili�an Ralles asked what the ir�pact would be on 37th Street and Texas as this was the loqical place for the traffic to divert. The Director of Puhlic 1Jorks said the traffic at 37th � Texas would probably increase by 20 percent. Councilman Ralles sairi it was his c�ncern that people sir�ply would not be able to c�et across T{i 7 to which the Uirector replie�i that was why a 30-day experiment waz �roposecl, to see exactly what the impact of the closure wou1� mean. It was riove�i by Councilman Hanks, seconded by Councilman Ralles, to accept alternative � with the City and School District working toc�ether on the program but not necessarily at the seven sites as listed in staff's report. Councilman lianks said he �houqht he recollected that originally five si tes were to have the pro�rar�. The Director of Parks & Recreation said this was partially true. He said with the budget cuts a great deal of the original plan had to be revised. Councilman Hanks said the Council needed an overview of ti�e program. He said r�any proqrams are run by Community Education and it would be natural for the Cit.y and School District to work together. Councilman Martin complimentecl the Parks & Recreation Uepartment �'or its comnrehensive report and commented that a nur�ber of the programs should be re-evaluated. The Director said it would take a good deal of time to work out the details of the proclram. He said he wanted to thank Cris Gears of the De�artment for his special efforts on this report. The motion passPd 6-0. 9e. Pur�liase of tax- forfeit dP property Councilman Hanks in�uired if the developer had sor�e sort of option on the third �arcel. ' It ��as rooved by Council�nan Hanks, seconded by Councilnan Backes, that Council is willin� to look at the project if the developer is able to get an option on the remaining property. Corrictan Properties; Corric�an Properties: Request to amend Resolution Nos. 7U61, 7062_ special permit (to reduce parking at St. Louis Park �ledical Center and to �en:�i t retai 1 food store at 4995 E: celsior alvd, ) Paul Ridqe��ay, re��resentinq Carlson Com�anies, spoke to Council to outline the concept of Fresh Promise, a retail food store. Dalton Bookstore has refuse�l to install the hor.►ani�e on i�s property. f�e said it is necessary to have a walkway connection from �he end of Miracle tlile eastward to the street, but that this was �n ex�ensive walkway. He said there was a big difference between asphalt and aihat was designa�ed in the special perriit. The Director of Planninq said it was felt somethin� �ore than a painted line was in order durin� the rer�odelinq of Miracle Nile. The developer wante�i to set offthe pedestrian walk so it would easily be distinc�uished frnm the drive���ays. He said that 4.
