David Arnold, 301 Parkdale Lane, said I�e v�as representin� Liquor King,
He stated they opposed tfp application because of the additional traffic
that would be c�enerated in this residential district; the fact that two
liquor establishnents wo��ld be located so close together; and that the
applicant was in violation �f �tinnesota Statute 340.13(1) relative to
franchisinr�, in that as a franchisor, the applicant would be servicing
a wholesaler which was prohibited �inder the statute.
S�veral citiz�ns spoke aqainst the issuance of the license, ariong them
Kav Boesch, Larry Ness of Liquor Kinc1, Vern Qeck and Paul Solsted, all
of vihor� fel t the Ci ty was ar,�pl,y served by i ts present 1 iquor stores.
Paul Lamereau�, t1.D.l., Inc., said he had requested a continuance of
the hearinq as he had just heard of th� �etition which was circulated in
op�osition to his apolicaLion, and he wante� a chance to see what it was
ahout. He said that a license had been issued to t��is property in 1978
and rr.ne►ved each year. The former owner had simply not used it. He
inquirerl as to why t�here had been no opposition when it was issued in
197A.
Co�incilman Nartin said he was curious as to the discreoancy
ciiase price of the �roperty and the Bo�rd of Equalization's

now in favor. He said he wanted to be sure the residents understood what
►�ias beinn �lanned for this area.

M�yor flcQuaid sai� she has always supported residential concerns relative
to devel�pment nroj�cts. She sai� the Metropolitan C�uncil and Citizens
LPaaue are very concerne� about the availability of housina in the
r.ietro �rea an� that fut��rists predict the single-family dwellin� will soon
be a thinq of the past. She cor.r,�ented that pro,iects such as proposed by
Bor-Son will no doubt be an answer to these concerns.
C�iincilman Hanks said it sh�u1�1 be kept in mind that Council's action this
evenin� tivas strictly relative to a zonin� chanqe ancl that special perrnits
for this �roject are an entirely different matter.

authorize impl�mentation of permits for use of parks and park facilities.

for exannle�what constitutes a larc�e group or a small group.
The Director of Parks and Recreation said that the fee structure will
vary from group to qroup depending upon its size.
Coiincilr�an Backes felt this left a lot of discretion to staff to r�ake
such determinations. �
Councilman �iartin ac�reed and asked if perriits would be issued to people
reservinc� a park, to vrhich the Director of Parks and Recreation said
that w�s correct. He said staff would decide if a group were larqe
enougl� 6ase�1 on the i nformation� they gi ve on the form. He sai d fees
would be charqed groups makinc� a profit by usinc� City facilities.
Councilman Nelan�i said the school district has a similar arrangement
�isually �nly ap�licable to lar�e groups requiring a permit.
Nayor tic�uaid said sl�e would prefer to see some sort of a fee structure
to whicii the Director said that could be developed.
Council�an �4artin asked �if it were aqreeable to the r�aker of the motion to
inclucle the adc�i*ion of a fee str��cture to his r�otion, and Councilrnan
Heland said that �•ras acceptable.

6-1 (Council�an Hanks opposed).

County.
The hlayor said sone members of the HRC felt that way, too, but if someone
had not brou�ht the County directory to a neeting, none of them would
have known it was available as no one had received it. She said the
