CITY COUNCIL-HRA JOINT MEETING
ST. LOUIS PARK, MINNESOTA
September 20, 1982

1 . Call to Order Mayor McQuaid called the joint meeting of
the City Council and the St. Louis Park
Housing and Redevelopment Authority to
order at 6:50: p.m. The following Council members were present:
Ronald Backes Keith Meland
Lyle Hanks John Ralles
Jerrold Martin Richard Strohl
Phyllis McQuaid •
Present from the HRA were Dudley Moylan and Tom Duffy.

Also present were the City Manager, Executive Director of the HRA, and
the City Attorney.
2. Unfinished Business
a. Ordinance relating to authority of City Council and HRA in redevelopment
districts.
Dudley Moylan stated that he was the only representative of the HRA committee •
on this subject present at this joint meeting. He prefaced his
statements by saying that he spoke for the committee but not for the HRA as a
whole. He believed that the HRA was not necessarily satisfied with the most
recent draft ordinance which contained the recommendations of the City
Attorney regarding the delineation of authority between the City Council and
the HRA. However, the HRA felt that an ordinance defining the scope of
authority was needed and this draft was acceptable at least for discussion
purposes.
Councilman Backes stated that the ordinance is satisfactory to him if an
appeal process to the Council by an applicant for development or redevelopment
purposes within such districts is included. He also felt that such appli-
cations should be viewed in light of redevelopment plans in effect rather
than in view of modifications to redevelopment plans. Such a process is
necessary to be fair to applicants.
Councilman Martin asked for clarification of the process for requirements of
tenants and owners of buildings or properties in the redevelopment districts
if the proposed ordinance were adopted. The Executive Director of the HRA
explained the process and relationship of City Council , HRA and Planning
Commission.
Mayor McQuaid believed that the proposed ordinance essentially clarifies
the responsibilities of the HRA and City Council consistent with State
statutes and current practice.
Councilman Hanks echoed the statement made earlier by Councilman Backes that
the Council needs to be brought up to date on the current status of redevelopment

plans.
Dudley Moylan agreed with Councilman Hanks and reiterated the HRA's desire
that an ordinance be adopted. He wished that the HRA be the point of pro-
posal , and that the Council be the point of disposal .
Councilman Hanks did not want to act on the proposed ordinance immediately.
Rather, he preferred that the Council wait and be apprised of current and
proposed redevelopment plans before the Council agrees to adopting any
ordinance which delineates powers of the two bodies. He believed that
Council must be in agreement with a set of plans before it adopts an ordinance.
He also stated that the City Council and HRA should revert to more joint
meetings.
The Executive Director of the HRA explained the difference between a
statutory redevelopment plan and an illustrative guide plan, both of which
are used by the HRA.
Mayor McQuaid noted the obvious need for another meeting and hoped that in the
interim, the definitions of the various "plans" be clarified.
The Council and the HRA agreed to hold a joint meeting before the HRA' s next
regularly scheduled meeting. The next meeting is scheduled for October 12,
1982 at 7:00 p.m.
3. Adjournment The meeting was adjourned at 7:25 p.m.
