Call to Order The meeting was called to order by Mayor Phyllis McQuaid at 6:30 p.m. 2. Roll Call The following City Council members were present at roll call : Ronald Backes Keith Meland Lyle Hanks John Ralles Jerrold Martin Phyllis McQuaid Present from the Policy Advisory Committee were LaDonna Reynolds, Peva Gould, Virginia Johnson, Betty Bothereau and Art Ingersoll . The City Manager was also present. • 3. 1982-83 Community Education Budget LaDonna Reynolds introduced the 1982-83 Community Education Budget. She said that it reflected current financial constraints but also recognized changing community needs. She also explained that if further cuts in state and federal funds occurred, the Community Education budget would not be balanced by returning to the City and School District for additional funding. Betty Bothereau, Director of Community Education, said that the Community Education program was planning ahead for possible cutbacks. She indicated that efforts were being made to hold the line on expenses. She observed that where there were new programs meeting changing community needs, ex- pansion was being very carefully controlled. • Councilman Ralles noted that the School District has had to absorb many spending cuts. He asked if the Community Education program had been subject to any of these cuts. She cited English As a Second Language and Time-Out as two programs which had received cutbacks. Councilman Ralles questioned the nineteen percent increase occurring in the personnel costs for the coordinator and the director. The Community Education Director explained that Community Education personnel received the same ten percent .salary increase that was given to School District employees. She also indicated that the nineteen percent figure included various pay scale adjustments. Councilman Ralles commented that the private sector has been freezing many of its wage rates. He questioned why salaries were going up in the School District. The Community Education Director said that they could not freeze the Comwnunity Education personnel as long as all other personnel units in the School District were going up ten percent. City Council/PAC meeting minutes - May 3, 1982 - Pg. 2 Councilman Hanks asked if there had been any cuts in personnel in the Community Education program. In response the Community Education Director pointed out that the Community Education staff had taken on additional programs. She explained that staff levels were equated to program levels. Councilman Ralles asked to what extent tuition covered day-care expenses. The Community Education Director said that the day-care program is self- supporting. Councilman Martin observed that the Community Education program could apply rules of supply and demand to the fees that it charges for Community Ed- ucation programs. Mayor McQuaid commented that it was not merely a question of raising Com- munity Education fees. She said that a number of these courses needed to be within an affordable price range for middle-income families. Councilman Hanks questioned if instructional costs for the Community Education program were lower this year. The Community Education Director said that instructional costs have held the line in the community schools budget, but she indicated that other instructional fees were provided in separate budgets like the aquatics budget.
