CITY COUNCIL STUDY SESSION
ST . LOUIS PARK , MINNESOTA
August 17 , 1981
The study session was called to order at
1 . Call to Order
. 5 : 05 p . m . by Mayor Phyllis rlcQuaid .
2 . Roll Call The following Counctlmembers were present
at roll call :
Ronald Backes John Ralles
Lyle Hanks Mayor McQuaid
Counci l rnernbers Martha El Strom and Keith Mel and later entered the study
session . The City Manager was also present .
3 . Budget Objectives The City Council continued its discussion
of the 1982 budget objectives . Objectives
for Community Development , Cable TV , Office
Services , Organized Recreation , Park Main -
tenance , Forestry , Recreation Center and Westwood Hills Environmental Educa -
tion Center were reviewed .
Cable TV - Councilman Hanks questioned the City ' s responsibility regarding
establishment of a Cable TV Commission . Staff replied that this was being
explored and that the Community Relations Commission night possibly be able
to function in that capacity . Councilman Hanks suggested that the City
Relations Commission to

Councilman Hanks asked where a tree nursery
would be located . The City
Manager replied that a commitment had been received from the State to es -
tablish a tree nursery along Highway 7 . He also indicated that the cost
of establishing the nursery would he amortized because landscaping costs

The City Manager called Council ' s attention to the fact that the State is
cutting back its shade tree subsidy and that the City will have tItet ` aexas mine

posed Naturalist position . Further information was requested on hours of
operation , the number of volunteers who work at Westwood , the number of
hours that part - time employees have been working at the nature center and
attendance figures .
