CITY COUNCIL STUDY SESSION
APRIL 27 , 1981

1 . Call to Order A study session of the City Council was
called to order by Mayor Phyllis McQuaid
at 7 : 06 p . m .
2 . Roll Call The following Councilmembers were present
at roll call :
Ronald Backes Keith Meland
Lyle Hanks John Ralles
Jerrold Martin Phyllis McQuaid
Martha Elstrom arrived in the Council Room at 7 : 12 p . m . Also present were the
City Manager and the Director of Public Works .
3 . Cable T . V . Staff explained the efforts made by the City
in terms of programming on the government
channel . Videotapes were shown to illustrate
some improvements which could be made during regular Council meetings . Councilman
Martin hoped that another microphone would be obtained for the southeast corner
of the Council Room for staff ' s use . Councilman Hanks suggested that the public
podium be moved from the rail further toward the audience . The City Manager
discussed the possibility of rearranging the Council area , but noted that no
major changes can be made until the Hennepin County Court moves .
Councilman Meland suggested that a future cable T . V . show focus on the Council
agenda and the administrative nature of the Council ' s business .
4 . Water Study The Director of Public Works briefly reviewed
the $ 25 , 000 study performed by Eugene A .
Hickok and Associates on drinking water treat -
ment and remedy evaluation . George Boyer , a vice - president of the firm , made
a slide presentation which summarized four solutions to regain lost well capacity .
Most of the firm ' s work focused an treatment system alternatives , but results
are difficult - to evaluate because neither the United States Environmental Pro - ;.
tection Agency nor the Minnesota Department of Health have set standards on
acceptable levels of PAH compounds . Two activated carbon systems were exten - .w.
sively evaluated : powdered , which had a $ 5 . 4 million 20 - year cost ; and granular ,
which had a $ 12 . 3 million 20 -year cost . The consultant recommended that the

City pursue treatment with the powdered activated carbon method ; that Wells r

questions about State and County plans relating to upgrading and ownership .
Councilman Hanks questioned the need for a semaphore on the east end of the
Miracle Mile Shopping Center , especially without a new street to connect
Excelsior Boulevard and West 39th Street . The Senior Planner noted that most
of the traffic problems along the segment of Excelsior Boulevard understudy
occurred with operations rather than roadway capacity .
6 . Residential Parking The Council reviewed a staff report on

filed during the April 20 Council meeting .
Councilman Meland believed that permit / decal systems can be useful for neigh -
borhoods , especially those around St . Louis Park High School and the Lenox
Community Center . The City Manager expressed his reservation based on the
relative inexperience of other communities on this issue and the precedent
which could be established . Councilman Meland moved , and Councilman Elstrom
seconded , a motion that staff prepare an ordinance which would establish a
definition of critical parking areas and address the administration and enforCe-
ment of these zones . The motion was approved , 5 - 2 ( Councilmen Hanks and
Martin opposed ) .
7 . Arcadel and

recommendations in the staff report be the basis of a report for the Planning r
Commission . The motion was approved , 6 - 1 ( Councilman Martin opposed ) .
g , Disposition of The • City Manager reviewed the general plan
City Owned Property of action of the Council regarding the dis -
position of City - owned properties . He noted
that the disposition process should now pro -
ceed with the referral of properties to the various commission for evaluation .
Assuming that their recommendations are not inconsistent with previous Council
decisions , properties will be put up for sale and the Council notified via the
newsletter . Any sale of property would need approval of the Council .
9 . Agenda for Next Tentatively on the next study session agenda
Study Session are Louisianna Avenue and the sign ordinance .
10 . Communication from Mayor McQuaid plans to hold a town meeting
The Mayor for Ward II on June 8 at Brookside Center
or the Recreation Center . Councilman Hanks
preferred the Recreation Center location .
11 . Adjournment The meeting was adjourned at 9 : 20 p . m .
