Councilman Elstror� felt that construction of a rar�p �migl�t be a problem and

replied that construction of an elevator v�ould be difficult because it
�rould n�t he possible to inteqrate an elevato r ��ith the build�nq such that
there ��ou1�1 be internal control of its operation.

project. He described the Louisiana Ave. project as beinq one of hiqh pri-
ority and advised City Council th�t� consideration should be given to proceeding
with the �roject in 19II2 even in the absence of federal funclin�.

Current projections show that the Cit,y will incur a$47,000 �eficit if the
(_ouisiana Ave. pr�ject is constructed in 1982.
In �esnonse to a c�uestion from Counci lman Hanks, the Di rector of Publ i c Works
e;;plained that the ne�i curb line on the west side of Louisiana Ave. will be
two to ti�ree fee.t from where i t now exi st�s . He a"1 so i ndi ca �ed that a new
si devral!% woul d be bui 1 t along the ��est si de of the street.

the project.

Councilman Elstrom sai that she v�as in favor of the project and that the
rieficit, d�d not seem too qreat. She did state her surprise at the ac-
niiisi+ion cost of housinq on the �rest side of Louisiana Ave. The Director
of Puhl ic ylorks exnl �ined that these fi gures were provi �ied by the Ci ty
Assessor and t�at the.y i ncl u�ied some rehabi 1 i tati on and rel ocation expenses.

1. Parkincl hy Permit - The City hlanac�er explained that the draft ordinance
for the Parkinh by Fermit proqram �ras submitted to Cour�cil for its comments.
He indicated there ��vere still sor�e q�iestions remaininq to be ans���ered. One
of those questions was whether the property owner or the resident should be
reqiiired to siqn for the permi�t.
