LOUIS PARK , MINNESOTA September 14 , 1981 The meeting was called to order by Mayor i , Call to Order McQuaid at 4 : 45 p . m . 2 . Roll Call The following Councilmembers were present ----- at roll call : Martha Elstrom Keith Meland Lyle Hanks John Ralles Phyllis McQuaid Also present were the City Manager and Director of Finance . 3 , 1982 Bud et General discussion of the 1982 budget continued . It was moved by Councilman Hanks , seconded by Councilman Ralles , to authorize the City ' s representative and the Council s representative to attend the National Community Education Conference in New Orleans . The motion passed 5 - 0 . Sewer Fund - Following discussion of the Sewer Fund , it was moved bteCouncil - man Hanks , seconded by Councilman Meland , that the Metropolitan Commission ' be increased in the 1982 Sewer Fund budget by $ 217 , 532 and that revenue be increased by $ 211 , 680 with this additional revenue to taff and be raised through an increase i n sewer rates to be developed b981 so thaty the brought before the City Council for enactment in December new rates can be placed into effect in January 1982 . ,_ . October Special Assessment Hearing Schedule It was moved by Councilman Hanks , seconded by Councilman Martin , to approve the October 5 schedule as submitted with the exclusion of the Hillsboro Avenue project . V tIt was moved by Councilman Martin , seconded by Councilman Hanks , that the City ' s assessment policy be to assess projects during the same year they are completed . The motion passed 7 - 0 . 5 . Temporary Assessment Bonds It was moved by Councilman Hanks , seconded by Councilman Meland that staff be authorized to proceed with the sale of $ 4 million in temporary assessment bonds . 6 .
