In answer to a question fr�m Councilman�Elstror�, he stated all the bids
usinc� concrete came in 10+% higher than anticipated.
��1r. Eisenberg said that even though he was now against the improvement be-
cause of the unanticipated hi�her costs, the alley still has a drainaqe
prok�ler� and he felt the City should fix that. �
Councilman P1artin said he would be opposed to the City fixing any problem
such as that without undertaking the wh�le inprovement project.
Councilr�an Elstrom aske�f if the neighbors might not want to get together
again to discuss the project.

Walter R�inc�e, 5100 W. 28th, said most of the neiqhbors he had spoken to
y�ere now opposed to� the project.

cancelled because of the higher cost.

$18� each for the �proj ect.
Mr. MacDonal d sai d they understood the P�1i nnehaha Creek �datershed Di stri ct
would be contributing to �he cost of the project.
The Di rector of Publ i c Works sai d that thi s matter was on the Di stri ct's
Auqust agenda and that the DTstrict's con�ribution mie�ht be as much as
$3,600, but that it�would be-a minimum of $1,500 for certain.
Discussion followed as to the water flow problc�n. Stuart Avery, Decatur Lane
resi dent, sai d he had been tol d by the engi neeri nc� consul tants �that the
source of the probl er� was on P1i nnetonka Ba where some condomi ni ums are
bei ng bui 1 t anci the devel oper wanted the creek bed dry i n order to construct
a bridqe over it.

The City hlanager said that the other cities involved in the project would
then have to make a decision whether or not to pay the City's portion of
the costs.
In answer to a question, the City Attorney stated that undoubtedly the
City would be held responsible in some part should the project take
place. He cor�ented that the cost/benefit aspects .of the agreement were
quite involved. -
Councilman Ralles� said he felt the report contained a �iood deal of double-
tal k parti cul arly wi th rec�ard to tl�e Corps of Engi neers i nvol vement i n
the project. -
The City Manager said tliat in essence the report before Council supports
proceedinq with the project without the i-nvolvement of the Corps, that
s�iraling costs of getting the project underway had so dictated that
action.
In response to a question as to what areas would be involved, the Director
of Public Works replied�the Westwood area along Highway 12 westward to
Co�anty Road 1 �i and the Loui si ana Ave./Hi c�hway 12 area.
It was moved by Councilman Hanks, secondeci by CounCilman Backes,
into an agreement with Golden Valley to proceed with construction

pansion of a parking lot to serve the multi-family development on property
zoned R-4, �tultiple Family and located �t 6860 Excelsior Boulevard.
The resident of 4090 Meadowbrook Lane addressed Council to state her
opposition to the parkinq lot plan as well as the oj�position of many
of her neighhors. They did not want to see the large grassy area turned
into a parking facility.
Ted Biqos, manager of the complex, said that additional parking was
needed, especia�lly�for the large numb.er of single working women who live
there and must parF a good distance away f rom their apartments. He said
the area planned for the parking lot vras not that large and that there
was adequate playground area at the north of the development. .
Councilman Hanks said he had looked the matter over very closely and
could not support putting a parking 1ot right at tt�e apartment front
doors. He felt t-leadowbrook P1anor needed a parking study.
Councilman,E3ackes concurred and cor�mented that a firm might be hired to
carry out such a study rather than use staff's tine:
�layor McQu�id said there was no denial of the need for additional parking
places, but tl�at she would like to see tf�e matter more fully studied be-
fore takincl this grassy area. She suggested that the existing parking
sl o.ts be reduced i n �r�i dth to accommodate more cars .
Several other residents voiced their o�position to the requested plan.
�ne resident stated the dwellers had not been notified that such a park-
incl plan was beinq developed, that they had heard about it via a member
of the Planninq Commission.

tivity towards the homeowners on Louisiana during the development of
this project.
The Ci ty Planac�er said he thought a time 1 imi t shoul d b� set in �vhi ch
the affected homeowners could apnrise the C7ty of their intent to sell
or not sell their residences, but he felt this matter should be held in
abeyance until the City hears whether or not the Federal Aid Urban
fundinq will be forthcoming. He reminded Council that the plan as
presented must be considered very conceptual at this point.
