1 . Call to Order
Mayor Phyllis McQuaid called the special
City Council meeting to order at 4 : 30 p . m .
2 . Rol_ 1 Call The following Council members were present
at roll call :
Lyle Hanks Keith Meland
Jerry Martin Phyllis McQuaid 1
Martha Elstrom
Also present were the City Manager , the Director of Public Works and
representatives from the . consulting firm of Eugene Hickok and Associates .
3 . Closing of Well No . 5 The City Manager advised the City Council
that even though the test results for
Well No . 5 were not quite as high as
initial tests had indicated , the well would have to remain closed in t
accordance with the results of further testing . He explained that i
recent rains had alleviated the need for a sprinkling ban . I
In response to questions from Councilman Hanks , George Boyer of Eugene
A . Hickok and Associates gave a short presentation showing the location c
.of City wells and identifying the aquifer in which each well is to - :
cated . Boyer said that it would be necessary to construct gradient �:
control wells to confine the plume of contaminants . He explained that
by closing more wells , shifting of the plume would probably occur .

The City Manager told the Council that he would be attending the
August 26 meeting of the Groundwater Committee . He indicated that he rM

would be advising committee members of the City ' s intent to request :_
the Federal government to appropriate the remaining $ 1981 . The
