Notice of intent to conduct bingo: Holy Family School was ordered filed by consent. ReQuest of P1-�1 Development Corp. in re Acme Lumber site. Steve Schumeister, 630 Kasota, P1inneapolis, representing the applicant, addressed the Council. He disnlayed a drawing which illustrated the pl an of �1-P•1 Devel opm�ent for the Acme Lur�ber si te. The pl an cal l s for warehouse/office buildings; industrial buildings and condominiums as well as display showrooms. Their intent is to relocate the existing road at their own expense. He said they were rec�uesting that the � moratorium on buildinq at this site be lifted. He said the applicant has a contract with the owners of Acme Lur�ber, but that they are still nec�otiating �yith the railroad. In answer to a question from Councilman Hanks, the Director of Planning reviewed the history of the moratorium, stating it had been instituted in 1975 when a concept plan was developed but a final Planned Unit Development plan was not yet approved. f�e said that the moratorium was to be lifted once the final PUD plan was adopted. Nancy Rose, 3402 Huntinqton Ave. So., a resident of the Minikhada Oaks development, addressed the Council to say that �1-��I Development Corp. had held meetings with residents of the neiqhborhood, explained all their plans and elevations and that the residents were in favor of the dev�lopment as proposed, She said that the traffic problems the resi- dents were concerned about no longer seemed to be an issue of concern. George DuFour addressed the Council to say his attorney felt the mora- torium should have expired by this time. He said that the concept plan a�ppeared to him to fit into the I-2 to I-� zoning and seemed to solve any of the problems that Council was conc�rned about, that is, traffic, the road, provides housinq and represents a planned concept. Councilman Hanks said that when the attorney for the railroad appeared before Council several months aao he stated that that railroad was not interested in selling �ts property. � P1r. Schumeister said that M-M did not have an option on the railroad land but that they were in possession of a let�er stating the property is for sale. � It was moved by Councilman Hanks that the developer work with the Planninc� Department to modify the concept within the terms of a planned unit development. The Director of Planning said that any change in zoning would have io be presented to the Planning Commission first. � Councilman Hanks said he would like to see a repo rt from staff brought ' back to Council before it goes to the Plannin� Commission and he with- drew his motion. -- It was then moved by Councilr�an Hanks, seconded by Councilman Meland to defer the matter until March 16. � Tt�e motion passed 4-0. -64- City Council meetina minutes �1a rc h 2 , 1981 9k. Councilr�an Meland asked if a nei�hborhood meeting scheduled for t�larch 24 at City Hall could not be rescheduled to Prince of Peace Church in the affected neiqhborhood. The pirector of Public Works said that staff v�iould check on the availabilit,y of a room for that ni�ht. P1a,yor f1c�uaici asked i f the affected streets would be c�ettinq as much traffic once Hi�h��ay 18 is upgraded. � The Di rector of Publ i c Works sai d that t��e upqradi nc� of Hi c�hway .13 wi 11 probably ��ave little impac� on the amount of traffic on Texas. �1r. Leon St. Lawrence, resident of Hopkins, asked if the proposed improve- r�ents would not �ut his assessment out of sic�ht as he was the only resi�lent on part of the street proposed for improvement. Councilman Hanks sun�ested Mr. St. t_a��rence attend the neiqhborhood meeting. He said that Council was takina action on a preliminary report and �hat no de�ision was being made at this time.
