Jack Qarnes, 3166 Hillsboro So., addressed the Council. He said a petition
had been sir�neci by residents of the Hillsboro Oaks Addition requestin�
that the street be r�acle no wider than 2� feet with no islan� in the
cul-de-sac. fle said the resiclents wanted to preserve the quiet nature
of the street and its beauty by havinc� fewer of the trees removed.
Delores Petrie, resicient of Independence Ave., said if construction of
the cul-de-sac meant takinn any portion of the residents' front yards,
they were o��osed to the project.

In response to Councilman Martin's request, the City Enqineer presented �
an overlay of the proposed improvement project. He explained that the �
nenative impact of a 24-foot wide street concerned maneuvering difficulties `
for emerc�enc,y vehicles and that parkinq restrictions ��ould have to be
maintained.
�1r. Barnes said that the residents do not feel the 24-foot width is a
probler� with respect to emer�enc_y vehicles. He said that the residents
were a�reeable to parkinc� restrictions in lieu of a wider street.
Several resiclents spoke of their concerns that the projected cul-de-sac
woul d take too much of thei r front �yards.

It was moved by Councilman Meland, seconded by Councilman Hanks, to approve
the enaineerinq plan with the following changes: maintain a 26 foot s�reet
wi dth and 50 foot cul -de-sac on Independence Ave, and r�ai ntai n a 2�!' street
wi ci'th on Hi � 1 sboro 9� 32nd Street and that the Ci ty Engi neer meet wi th the
neighborhood residents aqain Hiith the new design and specifications and
that staff be authorized to advertise for bids.

had a petition signed b,y the residents of the 4Jilloa� Park area.which
included a alternative realignment of the.intersection from the one
planned by, tl�e Enqineerina Department which would better preserve their
propert,y interest'"s . '
In response to a question from Councilman Backes the Director vf Public
l,lork� said the desi�n was intended to provide better control of traffic
at this intersection. He said the Engineering Department felt it could
come up with a solution to better satisfy the residents and their con-
cerns about the park but that one propert,y owner they have tried to
contact is out of the City at this time. He suggested the r�atter be
deferred until his department has an opportunity to talk with the property
owner.
It �vas moved by Councilman Hanks to continue the matter until April 20.
There was no second and he withdrew the�motion.� ��

authorize preparation of plans, spec�ifications and advertisement for bids
and that staff ineet ac�ain with the neighborhood residents to ascertain
the feasibilit,y of the desiqn they prefer.

Arlis Grossman, �031 Cedar Lake Road addressed the Council stating she
had three petitions sic�necl hy residents of the area affected by Project
�Jo. 73-14. She said the residents' concerns are: a 36 ft. or 44 ft.
roadway will encouraQe heavier traffic on Texas and Uirginia and that if
Virqinia is widened, it will encourage Hennepin County to proceed with
plans to.create a 4-lane road. She said that for .years City Council has
desired that Cedar Lake Road remain a 2-lane road. She said the residents
were now requestingCouncil to re-state its position with rec�ard to these
streets; that Virqinia be constructed at a maximum wi�th of 32 feet; and
that they seek Council's help in meeting v�ith Hennepin County to install
a four.-way stop siqn rather than a l�iqhted signal at Virainia and Cedar
Lake Road.

Charles Eckerstrom, 2830 Everc�reen Lane, Plymouth, addressed the Council
to sa,y he q�iestioned the Planninq Cor�mission's reasons for turning his
rec�uest down. He sai d he wanted to construct a doubl e bungal o�� whi ch in
no wav would be detrimental to the lot or neighborhood. He commented
on the transoarency which a�as displayed stating that in �the neic�hborhood
there is high density zoninQ to the south and transitional zoninq to
the east and he feels that his lot represents transitional zoning.

scher�atic of the proposed 2nd adciition. He said that an earlier desiQn
of 18 .sinqle units had been redesiqned incorporatinc� the homes into 4-unit
buildings. He said the re-desian resolved the problem of curb cuts and
traffic flow alonc� 26th St., allowed for more attractive landscaping and
fe�rier trees to be removed and provided for a planted open space.

the facts with reqards to the rec�uest of fJickels and Dir�es to set up an
ar��sement center in Knol lwood P�al l. He said the resol ution was not ready
for adoption that nic�ht as an additional paraqraph was to be added with
respect to the action of the Board of Zonino �ppeals.
Councilman Backes asked if adoption of the resolution could be placed
on the next agend� so that Council could have an opportunity to study
the resolution prior to its adoption.

reclassification and modification of the entire ordinance.

the April 20, 1981 meeting.

Mr. Vince Sperrazza, 4024 Quentin, addresse,� the Council to state his
oppos i ti on to the servi ce of wi ne i n restaurants bei ne� al 1 owed i n that
neighborhood. Eie said it ��ras an old story that the residents have opposed
on many occasions. He said they were concerned with where the interests
of the City Council lie - with�the liquor license applicants or tvith the
residents of the neiqf�borhood. He said the residents felt that allowing
a v�ine license on the south side of Excelsior Blvd. was just a stepping
stone to future 1 icenses be approved. He said the residents v�oul d 1 i ke
to see this trend reversed.
Councilman Backes reviewed the backc�round of agenda items 9d and 9e and
explained that Council's deliberations that evening did not necessarily
mean that wine was goina to be allov�ed anywhere at any time..
Councilman Nanks asked what the study of a possible amendr�ent to the
Excelsior Blvd. PUD meant exactl,y.
The Director of Plannin� reviewed the backhround stating that after
Felipe's had applied for a 1iqu�r license for a proposed eatinc� establish-
ment on the south side of Cxcelsi�r Blvd., Council had requested that the
f'lannin� Commission and Housina and Redevelopi�ent /�uthority research the
question.

Councilman Martin asked if the City v�as permitted to burn leaves.
The Director of Public Works said th�t it was not without a permit from
the pollution control a�ency.
Councilman Martin said he felt the expenditures to aet rid of leaves was
entirely too hic�h and questioned whether or not the other me�ropolitan
suburbs fel� the same. He wondered if the suburbs were in aqreement on
thi s i ss�ae, perhaps the,y co!�l d ban together to approach the P1i nnesota
Pollution Control a�ency. He asked if the aaency were under the control
