Call to Order A special meeting of the City Council was called to order by Mayor Phyllis McQuaid at 5 : 00 p . m . 2 . Roll Call The following Councilmembers were present at roll call : Ronald Backes Jerrold Martin Martha Elstrom Keith Meland Lyle Hanks John Ralles Phyllis McQuaid Also present were the City Manager , the Director of Planning and the Director of Public . Works . 3 . Joint Policy Statement , Cities Several questions were raised regarding the of St . Louis Park and Golden policy statement . Members of Council felt Valley in re design plan of that the preface dealt too much with light Highway 12 rail transit rather than the design of Highway 12 and that a smaller portion of the statement ought to be devoted to light rail transit . A question was ✓ aised whether light rail transit could survive on Highway 55 since it is o nly a single rail . Another question was raised regarding the justification for light rail transit as outline on page 1 of the joint statement . In response to a question from Council , staff advised that traffic counts e ast of Highway 100 are in excess of 60 , 000 per day and west of Highway 100 o n Highway 12 are approximately 40 , 000 . In response to a question regarding the demolition ° f MnDOTineCouncilmembershomes , the Mayor referred to a letter from Mr . Crawfordat felt that the statement should simply say they ainfspotrof Highway and that it is not contingent upon the installationlight There followed discussion regarding whether ortH not Hignd hway 12 would d benes . a depressed expressway and the use of acceleration There was some agreement that a transit plan should be coinciding with the Highway 12 improvement . In response to a question regarding the improvement of Highway 100 , Council was advised that the intersection of Highway 100 and Highway 12 would be improved at the same time . Some ph n pre members of Council objected strongly to the lastlparagrap in the in - preface stating that no improvement In ° resHighway onse to aoquestion , staff advised corporation alight rail transit . P that the preface is for the most part consistent with previous statements - 49 - Special City Council meeting minutes February 9 , 1981 made by Council . Council agreed that the statement is acceptable from the paragraph " Background " to the end . It was moved by Councilman Meland , seconded by Councilman Backes , that a new Preface be incorporated into the statement . The motion passed 7 - 0 . The rewritten Preface is made a part of these minutes ( see attached ) . Mr . Larry Kirchner was present and made several comments regarding ngand the number of lanes to be included , the use of the frontage the cross - over at Shelard Park and its impact on surrounding neighbor - hoods .
