Call to Order Mayor Phyllis McQuaid call the special meeting of the City Council to order at 6 : 35 p . m . 2 . Roll Call The following Councilmembers were present at roll call : Ronald Backes Jerrold Martin Martha Elstrom Keith Meland Lyle Hanks John Ralles Phyllis McQuaid Representatives Sally Olsen and Elliot Rothenberg , Senator Iry Stern and the City Manager were also present . 3 . Legislative Issues Representative Olsen reported on the re - search that she and her staff have under - taken since the City Council ' s January 19 meeting with the legislators . She indicated that many municipalities were e ncountering problems with the data privacy law . The legislators agreed that data privacy was likely to be a major issue in 1981 . Representative Olsen suggested that the City Council adopt a resolution setting forth its reasons for changes to the current data privacy law . Representative Olsen also presented information concerning the establishment o f rates by the Metropolitan Waste Control Commission and the eligibility o f elected officials to join PERA . The legislators discussed the City ' s groundwater contamination problems . The Mayor advised the legislators that the Minnesota Pollution Control Agency ( PCA ) had recently been contacting former City officials to dis - cuss these problems without the permission of the City Attorney . She u rged the legislators to support a cooperative rather than legal approach to resolving the City ' s groundwater problems . Senator Stern asked the City Council to provide documentation of the PCA ' s activities . Represen - tative Rothenberg asked that the names of the attorneys involved be included in the documentation if possible . Senator Stern stated that he would try to enlist the assistance of the Legis - lative Commission on Minnesota Resources in dealing with the groundwater problems . He requested that the City provide him with as much information as possible on this matter . Councilman Elstrom asked for information about the Legislature ' s likelihood o f examining the issue of licensing gold and silver merchants . City staff indicated that legislation had been introduced in the Senate and that the City would wait to see what action the Legislature would take before initiating an ordinance for St . Councilman Mel and advised the legislators of his concerns with respect to extending gas light permits for senior citizens and the licensing of home health care providers . Mayor McQuaid told the legislators that the City Council was interested in their support for the establishment of financing mechanisms for the development of district heating and cooling systems . 4 .
