side of the pronerty. After this clarification, P1r. Zorn told Mr. Cour�s
that he no lonqer h�d anv objections to the addition to the resi�dence.
Councilman P�artin asked if "1r. Zorn had been the only individual objectinq
to the proposed addition.

presentation of a proposal to c�nvert the existing building at 6600

Councilman I�anks responcled that the developer in this case should have
had I�is nroposal more cor��lete in order to move ahead more quickly on
the r�atter.
P1r. Shaw ex�lained that.his partnership had an option to purchase the
�roperty and that it expired on October 31, 19�31. , At this time, it
wo�ald he impossible to have the necessary documentation and publication
of �ubl i c heari nc� not i ee before the opti on expi reci. The property o�vner
has indicated that he would be ab le to extend tf�e option through the
end of November. Under the current tir�etable for processing the IRB
aoplication, tl�e public hearing would not be held until December.
Mayor �1cQuaid indicated that she did not wish to have the City staff
wor�, under �ressure to meet these deadlines.
The City Manaqer related that he had recomr�ended to ihe developer that
he s�ve costs and paper�vork by first gaining an im� ression of how the
Council�may act on the issuance of IRBs. The developer had not re-
lated the strir_t time schedule under which he was operating. �

Deane Weno�r, consultant for Tarqet Stores, presented issues related to
traffic circulation around th� proposed facility. Target ex�ects that
bet�•�een 4,50Q and 4,600 vehi cl es per day woul d be c�enerated from thi s
location on a typical day. I�e reiterated tiiat �he peak hour use for
Tarc�et is different from qeneral traffic peak hours. During the rush
h�o�ar, he exnected that 520 vet�i c 1 e tri ps woul d be qenerated duri nq the
p.m. traffic peak. �tr. �Jenqer �ielineated the market area for the
proposed loca�ion and related that 40 pe rcent of tl�e market would be
from the north, 25 percent fror� the t�vest, 15 percent fror� the east, and
20 percent from the south.
