Call to Order The joint meeting between the City Council and the Policy Advisory Committee was called to order by Mayor McQuaid at 6 : 35 p . m . 2 . Roll Call The following City Council members were present at roll call : Ronald Backes Keith Meland Lyle Hanks John Ralles Jerrold Martin Phyllis McQuaid The following Policy Advisory Committee members were also present at roll call : Virginia Johnson , Tom Duffy , Reva Gould . The City Manager , the Director of Parks and Recreation , the Director of Community Education and the Assistant Director of Community Education were also present at the meeting . 3 . Community Education Program The Director of Community Education said that the purpose of this meeting was for the City Council to have greater involve - ment in establishing goals for Community Education . She indicated that the School Board would be holding a similar meeting this month . The Director of Community Education explained that each Councilmember had received a form on which they were to have ranked a variety of community education activities . She asked if each Councilmember would explain his or her priorities and provide any general comments about the future direction of the Community Education Program . • Each of the Councilmembers discussed some of the programs which they felt should be ranked highly . Councilmembers also discussed some of their re - actions to the Community Education Program in general . Councilman Ralles stated that it was important that the Community Education programs stay within budget . Councilman Backes added that he was seeing a • number of programs being looked upon for expansion as well as a number of • • new areas for program development . He stated that caution should be exercised in these areas so that the Community Education Program would be within its budget allocation . Councilman Hanks also commented that the budget was a concern for him . He also had some questions about why recreation was becoming part of community City Council - Policy Advisory Committee meeting minutes January 19 , 1981 education . He said that he could remember when the programs were distinct . Councilman Hanks also questioned the presence of Cable TV as a possible area of involvement for Community Education . He commented thatthe School District has an individual who is well versed in audio - visual pro - gramming . The Director of Community Education responded that Cable TV had become of growing interest to the senior citizens . She also said that a number of applications were envisioned that could make use of Community Education resources . The Director of Parks and Recreation was asked for his comments on the relationship between Community Education and Parks and Recreation programs . He commented that he felt that there might be a possible duplication of some programs . He also commented on conflicts which sometimes arise in getting space in the schools for the recreation program . Mayor McQuaid and Councilman Meland both commented on a rising demand for block clubs . They felt that this program met a special need for many neighborhoods in the City . The Assistant Director of Community Education explained to the City Council and the Policy Advisory Committee discrepancies which existed in the budget calendars of the City and the School District . After he completed his presentation , Councilman Elstrom said that it would be helpful to receive the Community Education budget in its preliminary for' and for Council to meet separately to discuss the budget . Council discussed the feasibility of reviewing the Community Education burly ' in April before the City budget was established or in September , at which time the City would be finalizing its budget . The City Manager commented that the only problem with reviewing the budget in September is that it is so far in advance of the School District con - sideration of the Community Education budget . It was suggested that review could take place twice a year . However , in the following discussion , it was pointed out that some problems could develop with continuity of programs . Mayor McQuaid asked if the City Council would like to meet again to disc • " the Community Education goals . Councilman Hanks commented that in the future it would be helpful for Council to know which programs were self - supporting . Councilman Meland indicated that the Community Education budoet process underway . He suggested that another meeting be held before the bullet : , velopment is complete .
