Call to Order The study session was called to order by Mayor Phyllis McQuaid at 5:10Ip.m. . 2. Roll Call The following Councilmen were in at- tendance: Martha Elstrom Keith Meland :r Lyle Hanks John Ralles Mayor Phyllis McQuaid Also in attendance were the City Manager, the Director of Planning and the Director of Public Works. 3. Louisiana Avenue The interim plan for Louisiana Avenue was :'' presented. Proposed financing for all ?1 segments of Louisiana Avenue was explained. "' It was noted that one condition of the Pollution Control Agency's acceptance of the interim plan is that the City must formally obligate _. itself to pay any increases in the cost of groundwater remedial actions due to this construction as well as the cost for replacement or repair of the federally funded Louisiana Avenue portion of this plan which could be removed or damaged because of groundwater remedial actions. According to the Director of Public Works, this condition would . affect construction valued at $175,000. 4. Park Tavern Special It was moved by Keith Meland, seconded by Permit John Ralles, to waive the reading and adopt --- Resolution No. 6547 amending the special permit for construction of a restaurant/bowling alley and Class I restaurant in a Planned Unit Development located in Lot 1 , Block 6, Oak Park Village. The motion was adopted unanimously. 5. Current Groundwater The status of groundwater studies being Studies performed by the USGS and by consultants retained by the MDH was reviewed. The Director of Public Works also discussed the carbon adsorption study Vic: to be conducted by HDR. He indicated that the City has been in contact with Minneapolis officials to explore the feasibility of purchasing Minneapolis water. Presently, this does not seem to be economically feasible. x -129- .: City Council minutes, April 29, 1980 6. CATV Conference It was moved by Keith Meland, seconded by Martha Elstrom, that Lyle Hanks be authorized to attend the CATV conference at City expense. • The motion was approved unanimously. 7. City Manager Selection Robert Coop asked Council to set aside the dates of June 26 through June 28 to interview finalists for the position of City Manager. 8.
