SPECIAL CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
July 15, 1980

1 . Call to Order The special meeting of the City Council
was called to order by Mayor Phyllis
McQuaid at 12:05 p.m.
2. Roll Call The following Councilmen were present at
roll call : Ron Backus , Jerry Martin, John
Ralles , Phyllis McQuaid.
Also present was the Acting City Manager.
3. Well No. 16: Need for The Acting City Manager informed the
Emergency Repair Council that the pumping capacity of Well
No. 16 located at 2012 Flagg Avenue, has
been dropping off substantially during the last few weeks and the cause of
the problem is probably due to worn impellers caused by sand in the well .
The importance of this well and the loss of the pumping capacity was ex-
plained. The well has been in operation 24 hours a day since it was
constructed 6 years ago.
The well was originally scheduled for repair in 1981 and the deep well No. 6
at 42nd and Zarthan Avenue was scheduled for repair in 1980. Therefore it
would be appropriate to repair Well No. 16 and defer repair on Well No. 6
until 1981 , if possible.
The Acting City Manager then reviewed the two bids received from Layne
Minnesota and Bergerson Caswell with Layne Minnesota being the lowest res-
ponsible bidder with a bid of $5,641 .00. He also stated it might take two
to three weeks to complete the repairs since there could be a substantial
amount of sand that may have to be removed from the bottom of the well .
Based upon removal of 100 cubic yards, the cost would be approximately
$14,288. The Acting City Manager also explained that contracts in excess
of $5,000 normally require competitive, sealed bids ; however, under this
condition of a severe pumping capacity problem, the Council has authority
under the Charter to implement remedies through adoption of an emergency
ordinance.
The Council members discussed the water problem in the City related to
the reduced pumping capacity and need to expediciously repair the well .
It was moved by Councilman Martin, seconded by Councilman Ralles to waive
reading and adopt Ordinance No. 1472 entitled, "An emergency ordinance
authorizing the City Manager to enter into a contract for construction
work to be undertaken by the City in excess of $5000 without advertising
for bids for repair to Well No. 16, located at 2012 Flagg Avenue."
The motion passed 4-0.
4. Adjournment Mayor McQuaid adjourned the meeting
at 12:30 p.m.
