ST. LOUIS PARK, MINNESOTA
July 21 , 1980 .
1 . Call to Order The joint meeting between the City
Council and the School Board was
called to order by Mayor McQuaid
at 6:35 p.m.
2. Roll Call The following City Council members
were present at roll call :
Ron Backes John Ralles
Lyle Hanks Phyllis McQuaid
The following School Board members
were also present at roll call :
LaDonna Reynolds Ken Daniels
Joyce Abramson Debbie Stern
Jim Rhodes
The Acting City Manager, Superintendent of Schools and the High
School Principal were also present at the meeting. Councilman Martin
arrived at 6:45; Councilman Meland arrived at 7:10.
3. Police School Liaison The High School Principal 'presented
Program information concerning the need in
high school for the Police School
Liaison Program. He mentioned the
particular need of the school for additional help in dealing with law
enforcement problems. In response to a question from Councilman Ralles,
the Principal explained that one of the responsibilities of the liai-
son officer would be to teach students their legal responsibilities.
In response to a question from Councilman Ralles, the Superintendent
stated that the school would have a. need for the program only during
the nine months in which school was in session. In response to a
question from Mayor McQuaid, the Acting City Manager stated that it
would be necessary to add an additional sworn officer to the Police
force.
In response to a question from John Ralles, the Acting City Manager
stated that if the evaluation at the end of the first year of the
program found that the program was not needed, it would probably not
be necessary to lay off a police officer since there is usually
enough turnover in the police force to integrate the police liaison
officer into the regular force.

The Superintendent and High School Principal explained that the
police liaison officer would not be working in the elementary or
junior high schools , but that the schools would attempt to continue
the present program of having police officers come in on a periodic
basis for educational purposes.
In response to a question from Councilman Hanks, the High School
Principal explained that the role of the administration in criminal
investigations would remain the same.
LaDonna Reynolds , Chairman of the School Board, explained that the
Board had held preliminary discussions on the program, and there
was a consensus to pay $17,000 towards the support of the program.

2. Youth Diversion Program Mayor McQuaid suggested that possibly
the profile of the police liaison

some of the areas that were handled by the Youth Diversion Program.
Councilman Hanks stated that he would like to see the Council and the
School Board adopt the Police School Liaison Program and drop the
Youth Diversion Program.

Councilman Martin felt that it was important that there be good lines
of communication between the Police Department and the School District
and felt that the Police School Liaison Program would help to develop
these lines of communication.
t Following a general discussion of various aspects of both the Youth
Diversion Program and the Police School Liaison Program, the Council
appeared to reach a concensus that the Youth Diversion Program would
• be dropped and that they would support the establishment of the Police
School Liaison Program with the City supplying one-half of the funding.
3. Highway 12 Mayor McQuaid reported that she had
met with representatives from MnDOT
and saw no change in their position

on the Highway 12 layout plans. She stated that there was a possibility
• that if the suburbs took a strong stand against the France Avenue inter-
change that it may be considered by the Metro Council .
The Acting City Manager stated that MnDOT had said that there was no
need to have cities review the layout plans at this stage.

Mayor McQuaid stated that she would attempt to meet again with MnDOT
at a later time.
4. Community Education The Acting City Manager explained the
City's budgetary process and the inte-
gration of the Community Education
budget into this process. He stated that the Council , when it con-
sidered the Community Education budget in May, had expressed a desire
to meet with the School Board and Policy Advisory Committee to dis •

cuss the role and future direction of Community Education in St.
Louis Park.
There was a general discussion when such a meeting could be held.
The Acting City Manager stated he would try to schedule a meeting.
5. Adjournment The meeting was adjourned by Mayor
McQuaid at 7:30 p.m.
