MINUTES
SPECIAL CITY COUNCIL MEETING . .
ST . LOUIS PARK , MINNESOTA
September 15 , 1979
1 , Call to Order A special meeting of the City Council
was called to order by President Pro
Tem Lyle Hanks at 8 : 07 a . m .
2 . Roll Call The following Councilmen were present
at roll call :
Lyle Hanks
Keith Meland Martha Elstrom
John Ralles
Councilman Martin arrived at 8 : 12 a . m . ; Mayor Howard arrived at 8 : 30 a . m . ; '�
Councilman Backes arrived at 8 : 35 p . m .
Also present were the City Manager , Finance Director and the City
Attorney .
3 . 1980 Budget The City Council continued its study and
review of the 1979 revised and 1980
proposed budget as presented by the City
Manager ' s office .

Legislative - It was moved by Councilman Meland , seconded by
Councilman Ralles , to delete funds for the Association of Metropolitan
Muncipalities totaling $ 4 , 205 .

The motion passed 4 - 1 ( Councilman Martin opposed ; Mayor Howard and

Administration - No changes were made in the proposed budget . =�-

Assessing - In response to an inquiry from the Council , the

Councilman Hanks suggested the Task Force contact the Human
Rights Commission to discuss ways in which coordination can be
developed between this proposal and the work of the Human Rights
Commission in developing a human services directory for St . Louis
Park .
It was rowed by Councilman Meland , seconded by Councilman Martin ,
to appropriate $ 5 , 220 for the information / help telephone line ,
with the provision that the Chemical Dependency Task Force send
to the City Council a six-month review of the operation of the line .
The appropriation is to come from the unallocated general fund
budget .
Mayor Howard asked for a progress report on the establishment of
the telephone line after the first month of its implementation .
The motion passed 7 - 0 .
Accounting and Auditing - No changes were made in the proposed
budget .
Legal - It was moved by Councilman Meland , seconded by Councilman
Backes , to increase the retainer fee for the City counselor from
$ 3 , 500 to $ 3 , 900 per month .
The motion passed 6 - 1 ( Councilman Martin opposed ) .
It was moved by Councilman Meland , seconded by Councilman Ralles .
to increase the prosecutor ' s retainer fee from $ 43 per hour to
$ 48 per hour .

Council members noted that the increase of the counselor ' s
retainer fee and the prosecutor ' s retainer amounted to an 11
percent increase .
The motion passed 6 - 1 ( Councilman Martin opposed ) .

4 , Taracorpa Inc . ;
Resolution No . 6355 It was moved by Councilman Meland ,
seconded by Councilman Martin , to
waive reading and adopt Resolution
No . 6355 , entitled " Resolution relating to NL Industries / Taracorp
Inc . , " amending the seventh paragraph to read : "WHEREAS , the
Minnesota Pollution Control Agency is presently negotiating a
stipulation agreement with Taracorp , Inc . , which will produce
a time schedule for garly improvements for environmental safety ;
therefore . "
The attorney for Taracorp , Inc . , Herbert Davis , stated that repre -
sentatives of Taracorp will be meeting with the Minnesota Pollution
Control Agency (MPCA ) to develop means to improve pollution control
mechanisms at Taracorp ' s St . Louis Park plant . He also stated the
firm would probably be back before the City Council to ask for i
permits to make certain changes in the City plant to ensure that the
plant operates in conformance with all laws .
Councilman Ralles expressed interest in having totourata pla

In response , Mr . Davis stated he would attempt of
of the plant for the City Council when Mn Taratoot , president

The motion passed 7 - 0 .
On motion by Councilman Elstrom ,
5 , Adjournment seconded by Councilman Ralles , the
meeting was adjourned at 10 : 30 a . m .
