LOUIS PARK, MINNESOTA August 27, 1979 A special meeting of the City Council was called to order by Mayor Frank Howard at 5:20 p.m. The following Council persons were present at roll call; Ronald Backes ' Reith Meland John Ralles Frank Howard Councilman Elstrom arrived at 5:25; Councilman Martin arrived at 5:50. Also present were the City Manager,.the Planning 1�irector and the Director of Public Works. 3. Housing P1an The Planning Director reviewed the proposed 1979-1981 housing plan, outlined its major points and highlighted issues of importance. In response to a question from Councilman Meland, he stated that there appears to be a re�ationship between public works improvement projects and an increase in home-�improvements in certain neighborhoods. There was a general discussion of the meax�s that can be used to encourage elderly people to move from bigger homes to smaller homes or to apartments,. thereby freeing houses for younger families with children, and several Council members �xpressed concern about how the City might protect the elderly residing in apartment buildings from condominium conversion. The City Manager reviewed and summarized the progress of the Highway 12 Improvement Plan, and stated the Minnesota Department of in scheduling neighborhood meetings.on the The Director of Public Works explained the makeup, function and prog=ess to date of the various task forces that have representation from the citizenry� of the City of St . Louis Park. He added that staf f has been working closel! ; with the task forces throughout the proce5s. In response to a question from Mayor Howard, the Director of Planning stated that the process is about 75 percent complete in terms of the conceptual planning of the High�ay 12 improvement program. The Director of Public tJorks stated that the present proposal consists of six lanes east of Highway 100 and four lanes to the west of Highway 100. Councilman Meland expressed concern about the relationship between the task forces and the neighborhoods. The motion passed 6-0. The City Manager exp lained that the City of Golden Valley is considering . a moratorium on a new construction on the north side of Highway 12. Couneilman Backe$ asked staff to take a look at any utilities interconnec- t�ons with Golde� Valley, with the idea of future cooperation between the two cities in this area. He also suggested that staff explain to the staff of the City of Gol�en Valley the pro�ess that the City of St. Louis Park went through a f ew years ago related to a moratorium on .construction on the south side of Highway 12, 5. Proposed 1980 Budget 6. The City Manager stated that the 1980 proposed budget would be ready for City Council at its special meeting on September 10. There was a discussion of the perfon�nance of the firm which conducted the 1978 City audit. It was moved by Councilman Meland, seconded by Councilman Elstrom, that the City Manager advertise for the 1979 audit of the City'�s finances, stipulating that the audit must be completed by June 30, 1980. The motion passed 6-0.
