LOUIS PARK, MINNESOTA December 3, 1979 A regular meeting called to order by at 7:31 p.m• of the City Council was Mayor Frank•J. Howard Installation/Oa�h of Office. The oath of office was administered to newly elected Mayor Phyllis McQuaid and newly reelected CAuncilmen Backes, Hanks and Ralles by Earl E, Hanson, City Clerk. � Mayor McQuaid said she was proud to be Mayor working with the Council and staff; she would the City and do her best to serve all. Approval of Minutes It was moved by Councilman Ralles, seconded by Councilman Backes, to approve the minutes of the City Council/Housing Authority meeting held November 19, 1979, and the minutes of the regular City Council meeting held November 19, 1979, as presented. The motion �assed 7-0. 6a. Sweet Caroline's Liquor License PUSLIC HEARINGS Application of Sweet Garoline's for on-$ale, Sunday-sale intoxicating liquor license (continued trom November 5& 19, 1979�. There being no one wishing to speak, the r4ayor declared the hearing closed. ' ,It was moved by Councilman Hanks, secvnded by Councilman Meland, to approve the application. He also explained that a partial cause of the investigation delay experienced by the St. Louis Park Police Department was that one investor had been involved i�n an automobile accident and another was out of the state. The City Manager asked if Mr. Burton had no ob1ection to full payment of taxes as a condition of the liquor license. Mr. Burton agreed. The motion passed 7-0. Th� motion passed 7-0. REPORTS OF OFFICERS ga, Planning Commission 9b. Park and RPcreation BOARDS AND COMMITTEES The minutes of the Planning Commission and Streets and Highways Subcommittee meetings held November 21, 1979, were ordered filed by consent. Minutes �f Park and Recreation Advisoxy Commission meeting held November 14, 1979. Councilman Backes called the Council's attention to Old Business, Baseball/Softball Program, wherein the Commission discussed the possibility of requesting Council approval to conduct a meeting wi.th parents and coaches to discuss proposed changes in the program. He asked if tr.e Council has any objection and, if not, if it had any recommendations as t� program change. It was moved by Councilman Backes, seconded by Councilman Ralles, to authorize the Park and Recreation Advisory Commission to proceed with its requested meeting to describe proposed changes in the program. Councilman Hanks offered an amendment.to the motion that a public meeting sha11 be held with thorough advance notice. The motion, as amended, passed 6-1 (Councilman Hanks opposed). Councilman Meland said a somewhat similar position had been discussed in the past when the Council reviewed the need f or a City human services coordinator. The motion passed 7-0. 9e. Councilman Martin asked if the integrity of the bidding �rocess could be adversely affected by the Council's rejection of a high bid to readvertise�and if the ae�ion could affect future pYoposals. The City Manager explained staff would propose to evaluate khe entire project for energy �rant fund eligibility.
