The City Man��ex explained Ch3t tllrough y��r 5, the Ci.ty h�s the
discretion f.or allocating funds. I�le s�id the City can withdraw from
the Urban County Pr.ogram.
The motion passed 5-Q.

It was moved by Councilman Backes seconded by Councilman Martin
approve the fol�owing partial payment: , to

8. Study
Session
Weekend
Center.
study session - Spring Hill Conference
There was considerable discussion on whether to
schedule a weekend retreat/study session or to conduct a two-day study
session at City Hall. Both Mayor McQuaid and Councilman Ralles said
that if a weekend session were to be held at the Spring Ni11 Conference
Center, they probably would not spent the night, but would join the group
th� next day. Mayor McQuaid was also reluctant to conduct the session at
the City's expense.
Councilman �ackes requested that a list of topics to consider at the
session be inc�.uded on the January 7, 1980, Council agenda for additions
and deletions. He also requested all existing Council policies relative
tq meet�nga for review and revision.

by Councilman Martin, to autharize staEf ro schedule Spring Hill for
�he weeken�i of .�anuary 12, 1980; January 2b as an alternative.
