William Mozey, 4114 Colorado Avenue, presented a letter f rom the
M.E. Engebretson residence to the soutti of the property, dated
November 19, 1979, stating they had no objection to Che variances.
Ne said the solar structure would be beneath the south roof line of the
existing building; therefore, he suggested it physically impossible to
obstruct the neighbor's light. He said on Ocrober 25, 1979, the Board
of Zoning Appeals had recommended that a plan be considered which would
provide six-foot side yards on both the north and south; therefore, the
northern two-story garage/bedroom addition had been revised by locating
the bedrooms beneath the garage and thus providing the six-foot side
yard. He added the roof line would be raised 1.5 teet.
Mr. Mozey said to locate the driveway and garage
hc�use would require 25 percent of the yard �nd the

must be satisfied prior to issuance of a building permit.
Mr. Mozey stated all requirements would be met: The construction
materials would be precast concrete, and a door plus eight-foot
sliding glass doors would be constructed at the rear. He believed
the neighbor to the north would uJ.timately wish ro construct a garage
at the south of her property, and he would have no objection although
it could obstruct some of her light.
Mary Trzecinski (4110 Colorado Avenue),property owner to the north,
opposed the proposal and said it would present a hardship and she
would expect financial loss upon sale of her propertX. She explained
that upon granting the variance, 15 feet of land would exist between
the houses, which would constitute an invasion of privacy; the addition
would also obstruct light to her property. She believed, because
of the applicant's 350-foot lot, it would be appropriate to build the
garage to the rear.

Daniel Nordby, Executive Director of RELATE, asked Council reconsidera-
tion of funding the youth outreach worker for 1980. He had concern
that major �upporters of the prvgram were not aware City funding would
be discontinued. He stressed th� Council was not discontinuing a RELATE
program, buk a City program, as RELATE had been approached t� manage
and supervise the City employee. H.e said the program is funetiQning
properly and during the first three-quarters of 1979, over 71 youtM and
families had been counseled. He explained the program had been
rigorously evaluated by the Office of Delinquency Control of the
Community Corrections Project and also the State Drug and Alcohol
Authority,for chemical dependency cases, and the program was shown to
have a posi�ive and beneficial impact upon its clients.
Mr. Nordby continued that identiGal�progratrs had been instituted in
approximately seven.other cities. He added_ that the St. Louis Park.
Police Department strongly supports and utilizes the program in addition
to schools, clergy and other community agencies. He understood Council
sentiment may exist that because RELATC receives funding from a wide
variety of sources, it does not need City money; however, he explained
the youth diversion worker is funded solely by the City. In closing,
he explained the cost at the end of the year would be approximately
$15,000, and he asked funding reconsideration.

school and �re referred by other agencies and the police. He said the
United Way contrib ution to RELATE is in no way allocated to the youth
program bu[ serves the physical and family assault programs.
The Pre�ident Pro Tem noted th at d uring budget review, the Council reviewed
man}� requests and perhaps concluded it tiad approved and allocated funds
to all. He believed the youth diversion program provided a needed service.
It was moved by Councilman Backes, seconded by Councilman Martin� to
request a staff background report on the subject December 3, 1979, including
a recommendation whether tlie program should l�e conCinued and potential
sources of funding, including School District partic�pation.

sign in the area currently causes confusion. The City Manager said the
signs could be installed in two days.

Covncilman Martin stated he could sympathize with the Golden Va11ey
residents who do not want Highway 12 overflow traffic in their neighbor-
hoods. He reminded the Council of a solution proposed in the past, to
issue permits to St. Louis Park residents and allow only local traffic
through the streets.
Presiclent Pro Tem Hanks suggested perhaps the City Attorney could be
d�rected to file a suit to require removal oF illegal signs. He added
he would not vote to install illegal signs as a counter measure.
The City Attorney said, in that over one year had passed since his
office staff had reviewed the legal aspects of the matter, he would
prefer to review any documentation prior to a formal decision on the
institution of litigation. '
