LOUIS PARK , MINNESOTA October 2 , 1979 A special meeting of the City Council was 1 . Call to Order called to order by Mayor Howard at 6 : 15 p . m . The following Councilmen were present at roll 2 . Roll Call call : Ronald Backes Martha Elstrom John Ralles Lyle Hanks Jerrold Martin Frank Howard Keith Meland arrived at 6 : 17 p . m . :�. Also present were the City Manager , . the Finance Director and the Assistant Finance Director . 3 . 1979 Revised 1980 Proposed Budget The City - Council continued its review of the 1979 revised and 1980 proposed budget as submitted by the City Manager ' s office . Recreation - A general discussion ensued of the proposal to change the youth baseball / softball program . It was moved by Councilman Hanks , seconded by Councilman Elstrom , to eliminate the Recreation Coordinator . Councilman Hanks stated that it was time that the City Council express concern about the types of programs that were emerging from the Recreation Department . Mayor Howard suggested that the changes proposed may be eliminating parents from the youth baseball / softball program . Councilman Backes suggested that perhaps the budget for youth baseball / softball program be left as is and the Recreation Department come in and explain the changes to the Council . It was moved by Councilman Hanks , seconded by Councilman Ralles , to reduce the Recreation budget for youth baseball / softball by $ 3 , 346 . The motion passed 6 - 1 , Councilman Backes opposed . ' Councilman Hanks expressed concern about the possibility that large numbers of non- residents may be participating in baseball programs supported with City funds . It was moved by Councilman Martin , seconded by Councilman Ralles , that the Park and Recreation Department enforce all the rules concerning residency requirements for all recreation programs within the City . The motion passed 7 - 0 . The City Manager stated that the subject has been recently discussed with the staff and means were being taken to alleviate the situation . Unallocated General Funds - It was moved by Councilman Hanks , seconded by Councilman Ralles , to reconsider the refuse levy motion from the September 24 , meeting . et The motion passed 7 - 0 . Louis Park Emergency ne Program e gl allocated ( STEP ) and that the money appropriated for the Information/ Help to STEP and designated for the phone line . The motion passed 7 - 0 . Mayor Howard stated that it was important that all parties involved understand that the motion was not meant to infer that the City would be funding STEP programs , but rather that the City would allow this program to operate under the administration of STEP . It was moved by Councilman Backes , seconded by Councilman Elstrom , to adopt the budget . The motion passed by a vote of 4- 3 , Councilmen Martin , Hanks and Ralles voting in opposition . 4 .
