MINUTES
CITY COUNCIL/HOUSING REDEVELOPMENT AUTHORITY
ST . LOUIS PARK , MINNESOTA
August 28 , 1979
1 Call to Order Mayor Frank Howard called the meeting to
order at 7 : 05 p . m .
2 . Roll Call The following Councilmen were present at
roll call :
Martha Elstrom
Lyle Hanks
Ronald Backes

The following Housing Authority Commissioners
were present at roll call :
Jane Tschida
Tom Williams
Commissioner Glotter and Councilman Martin arrived later .
Also present were the City Manager and Executive Director .

3 . Cherne Mr . Cherne addressed the Council and HRA 1

Proposal relative to the problems he has experienced
with Midland National Bank regarding the i
development project . He explained that if no i
action is taken by the HRA and City Council, the project will run out on its t
own by October 25 , 1979 . After discussion of the status of the Midland Bank t
office building , members of the Commission and the Council decided not to
take any action on the matter . If no progress is made between representa- 1 .
tives from Cherne and Midland National Bank , the project will expire of its
_ own accord on October 25 , 1979 .

4 . Development Mr . Thibault explained that work on the plan

is continuing . He indicated that there has
been some interest in a development but at
this time there has been no specific proposal
submitted . He noted that discussions with developers will continue and any
progress will be reported to the Council and HRA .
Regarding the Farr Development , Mr . Thibault noted that the development
is dependent revenue bonds . He indicated that if thingswent

study . The study will reveal the pattern of flow of contaminated materials

the problem in the area . This study is scheduled to be completed by
October of 1980 . In addition to these studies , it is planned to methodsmprehen-
- sively study the earth excavating concept , review treatment
and design barrier wells . In order to mitigate the pollution problems ,
final resolutions will have to be arrived at in each of these areas .

Mr . Koppy assured the Council and the HRA that there is a continuous
0 monitoring of the drinking water by the City and the Minnesota Department
• of Health . He noted that a carbon treatment process has been used on one
Iof the closed wells , apparently with successful results .

6 . Single - family Jane Tschida expressed concern that there was
Rehabilitation some confusion in the community regarding the
City ' s program and the HRA ' s program . Each
agency operates its own housing programs and
Commissioner Tschida suggested that thought be given to one entity assuming
responsibility for all programs within the City , which would logically be
the HRA . The City Manager explained that some adjustments were made in
operation which have corrected the problem . Mayor Howard suggested that
Ithe staff report be submitted to the HRA and Council at a later time .
7 . Housing Plan Mr . Thibault explained that he placed this
item on the agenda to allow the HRA and City
Council to discuss any concerns they might
have regarding the formulation of the City ' s housing plan . He indicated
that the City Council and the HRA might want to use Oak Park Village as a
target area to achieve desired housing in that area . He indicated that a
program of this type should work to benefit the housing plan and the retire-
ment of bonds for Oak Park Village . Mayor Howard noted that at the
August 27 meeting , the City Council directed that 70 percent of the mortgage
money is to be used for first -time house buyers with 30 percent to be used
for any other qualified users . Staff is to inform the Council and HRA on
how other Minnesota communities are using tax -exempt mortgage revenue bonds
for housing .
