LOUIS PARK , = . .• 3 January 1979 ,:. . _ 1 be .-1- - r4 . • 1 . Call to Order The meeting was called to order by Mayor Stern at 715 P • m • 2 . Roll Call The following Councilmen were present at roll call : t' Ronald Backes John Ralles • al Lyle Hanks Irving Stern Jerrold Martin arrived at 7 : 30 p . m . The following Housing Authority Commissioners were present at roll call : Joel Glotter Jane Tschida Also present were the City Manager , Executive Director and City :• Attorney . .� > 3 . Water Quality Mayor Stern referred to a letter the City ..� Committee received from the Minnesota Pollution Control Agency and the Minnesota Department of Health a regarding establishment of a joint committee on water quality in the area of Oak Park Village . There was discussion regarding the difference between the proposal described in this letter and the water quality committee which had been proposed by the City Council and Housing Authority . Mayor Stern also distributed copies of the proposed response to the letter from the Department of Health and Pollution Control Agency . Chairman Glotter and Mayor Stern discussed the possibility of utilizing technical resource persons to represent the City in its behalf and allow the City and Housing Authority to respond to the technical concerns expressed by the Department of Health and Pollution Control Agency . Chairman Glotter also expressed the importance of the Housing Authority maintaining its role as property owner , stressing this relationship should not be overlooked by State agencies . Mayor Stern called a recess to allow the Council and Authority to convene in executive session to discuss the relationship of the water quality committee and litigation regarding ground water contamination at Oak Park Village . Upon reconvening in regular session , it was moved by Councilman Hanks , seconded by Councilman Backes , that the City send the proposed letter of response to the Minnesota Pollution Control Agency and Minnesota { Department of Health . The motion passed 7 -0 . I i -14 - i City Council / Housing Authority Minutes January 3 , 1979 • 4 . Resolution No . 6184 Discussion of City Council Resolution No , 6184 ` and 88 and Housing and Redevelopment Authority Resolution No . 88 . The Executive Director explained that at a meeting held in December , 1978 , the Council and Authority jointly agreed to adopt resolutions supporting formation of a committee to engage in the study , implementation and funding activities to abate environmental problems associated with pollution of aquifers in the St . Louis Park area . These resolutions , Nos . 6184 and 88 , although common , were not identical . Councilman Backes explained that both resolutions were identical with the exception of the final line relating to a moratorium on construction at Oak Park Village . He suggested that perhaps the final sentence of each . resolution be deleted , thereby making them identical . Jane Tschida moved that both the Council and Authority adopt a resolution with the wording contained in the Authority Resolution No . 88. , There was no second to this motion . There was discussion regarding the original intent of the resolutions and function of the proposed committee . There was also discussion regarding the low potential of soil contamination on those portions of Oak Park Village east of Louisiana Avenue . Chairman Glotter stated that discussion of a course of action regarding development at Oak Park Village is academic inasmuch as the property is owned by the Housing and Redevelopment Authority . He reminded the membership that no agreement has been made for joint decision - making on matters related to Oak Park Village ; the Council and Authority share joint decisions only on those matters related to the Excelsior Boulevard redevelopment district . There was considerable discussion regarding possible methods of amending the two resolutions . It was moved by Councilman Hanks , seconded by Councilman Martin , that the Council and Authority , jointly agree to adopt identical resolutions amending Resolution Nos . 6184 and No . 88 at their next regular meetings . The motion passed 7 - 0 . 5 . Status Report The Executive Director apprised the Council and Excelsior Boulevard Authority of the current status of development Redevelopment proposals for the Excelsior Boulevard Redevelopment District District including proposals submitted by Anderson / Cherne and Ryan Construction , There was discussion regarding the off -sale intoxicating liquor application of Byerly ' s Beverages Inc . and its impact on the Ryan development proposal . --15r Council. / Housing Authority Minutes City January 3 , 1979 Concern was expressed that the request for the license was seriously delaying construction of the supermarket and retail shopping areas included in the proposal . Director explained that the liquorstore wiascincluded ed in the The Eeeouorigveginal development proposal and the applicant 1979 . awaiting a public hearing scheduled for January 15 , Ex e r In response to a question from Jane Tschida , the development by ddirector by the Housing Authority - He describibed the status of selHteXplained that the final job description has been completed , applications received and that an interview panel of four has been suggested , indicating tentative members . objected to the involvement of any City staff member in Mayor Stern There was considerable discussion the selection of this employee . The Executive Director regarding the composition of the interview tentative and the City ' s nel . explained that the proposed membership was only Personnel Director had been suggested as a member with technical skills . Considerable discussion followed and Chairman Glotter explained that inasmuch as this position would be employed by the Authority , responsibility for selection would rest with the Authority . • 6 . Adjournment There beingno further discussion , it was moved by Councilman Hanks , seconded by Councilman Martin , to adjourn the meeting at 9 : 05 p . m . The motion passed 7 - 0 . Irving M .
