The following members were present at roll call : Ronald Backes Martha Elstrom Jerrold Martin Keith Meland John Ralles Irving Stern 1979 PROPOSED BUDGET Civil Defense - No change . Revenue Sharing - The Council discussed the future legislative trends with respects to continued revenue sharing funding from the federal government . The City Manager explained that federal revenue sharing funds are basically discretionary dollars and the City must remain accountable for expendi- tures . Councilman Meland explained that the allocation to the community band covers the organization ' s expenses . Mayor Stern indicated that no formal 1 request has been received and last year ' s contribution was a one year contribution only . Special City Council Meeting ; September 9 , 1978 ; Page 2 Meland stated that should STEP make an additional request for Councilman chooses to make a contribution , the amount should 1979 , and the Council be a reduction from the 1978 contribution . Stern stated that the $ 57 , 000 proposed for recreation expenditures Mayor Stein should be transferred to the economic development tcreatedry He ordercontithat an economic development director position may ued that the City has acquired and developed enough parks for the current population . It was moved by Councilman Martin , seconded by Councilman Meland to delete $ 27 , 109 from park acquisition / development and add this amount to the unallocated reserve in revenue sharing . The motion passed 5- 1 ( Councilman Elstrom opposed ) . Hockey Association Request - Several members of the Hockey Association and requested that a fourth locker room be constructed at the Recreation Center and that the outdoor rinks remain open until February 15 with maintenance activities occurring until the end of the month . The City Manager explained that it would cost approximately $ 3 , 000 to $ 3 , 500 to keep the rinks open until February 15 and the cost of the additional locker room would be between $ 5 , 000 and $ 10 , 000 , depending on the alternative plan selected . The Hockey Association representatives stated that they would be agreeable to having four rinks kept open after February 15 instead of all the rinks in the City . The Mayor requested that additional information regarding the cost of letting the rinks remain open until February 15 and the various locker room alternatives be presented to the Council at the next budget meeting . Community Development - The City Manager explained that the Mobile City Hall is only one aspect of the City ' s entire public information program and is funded entirely through Community Development and other sources . Mayor Stern stated that the Mobile City Hall is an excellent program and is being operated at a minimal cost . Councilman Meland agreed that the community has positively received the Mobile City Hall and it provides many beneficial services to the community . He continued that the maintenance and operating costs are considerably less than the old van that was used prior to the purchase of the current vehicle . Water Utility Fund - No change . sewer Utilities Fund - Councilman Meland suggested that an article he published in the 920 - 3000 regarding methods residents may utilize to save dollars on water and sewage costs . The City Manager stated that within the next month , more reliable informa- tion will be available relative to the adequacy of the existing sewer rates . He suggested that the Council consider modifying rates annually , by small increments , instead of every three to four years . The Council discussed the need for funding to provide for isolated road improvement upon complaints by residents . Councilman Backes requested a list of complaints and the e Worksecesary and have to solve these problems which have been logged in not been completed due to lack of funding .
