A special meeting of the City Council was called to order by Mayor Stern at 7:32 p,m. The following Councilmen were present at roll call: Ronald Backes John Ralles Jerrold Martin 24artha Elstrom Keith Meland Zrving Stern Also present were the City Manager, City Attorney, Director of Public Works and City Assessor. 3. Approval of Agenda The motion passed 6-0. 4a. The City Manager stated p ublic hearings were conducted on the project in June, 1977; all aff ected property owners were notified of the hearing, and prior to that time neighborhood informational meetings were held.
