A special meeting of the City Council was called
to order by Mayor Stern at 7:32 p,m.
The following Councilmen were present at roll
call:

Also present were the City Manager, City Attorney, Director of Public
Works and City Assessor.
3. Approval
of Agenda
The motion passed 6-0.

It was moved by Councilman Meland, seconded by
Coun�ilman Martin, to approve the agenda for
September 25, 1978, with the addition of Item 5b,
Knollwood Plaza Expansion.

The City Assessor explained the standard assessment procedure throughout
the City and other taxing districts. He added the existing apron Was
asphalt, and the City's policy is to replace with concrete when installing
curb and gu�ter.
The Director of Public Works explained that normally the exisking apro�
does not rnatch the close tolerance required for drainage purposes when
installing curb and gutter; therefore, residents are encoi�raged to only
extend their driveways to the property line until perma�ent curb and gutt�r
is ins�alled.

not be assessed to the property owner. He continued that the City removed
his concrete driveway which extended to the gutter,

authorized. He a lso asked an exp lanation of the City's assessment policy
for side street benefit.
The City Manager stated p ublic hearings were conducted on the project in
June, 1977; all aff ected property owners were notified of the hearing, and
prior to that time neighborhood informational meetings were held.
