Call to Order A special meeting of the City Council was called to order by President Pro Tem Backes at 7 : 08 p . m . 2 . Roll Call The following Councilmen were present at roll call : ` Ronald Backes Martha Elstrom Lyle Hanks Jerrold Martin Keith Meland Also present was the City Manager . 3 . Salary Frank Stanton , of Stanton Associates , Inc . , reviewed Structure ; the history of the existing salary and personnel . Resolution No . 6086 plan with the City Council . He indicated each of the three employee groups , clerical , technical and maintenance , and supervisory , administrative and management , have distinctive salary structures .
