Marilyn Hoeft, 7020 West 24 Street, stated
she was concerned with the fair distribution
of Community Development funds and felt that reallocation of funding from
street paving in the Park Hill area to Lenox School resulted in a dis-
proportionate share of tunding to the Lenox Senior Center project. She

Councilman Backes suggested that since a11ey paving has not been financed
with Community DevelopmenC funds in the past, this may be inconsistent
with prior City goals.
Councilman Griak stated that financial assistance for alley paving should
be addressed at this time for areas which qualify for Community Develop-
ment funding; these are areas whose residents are of low and moderate
incomes. She suggested a method to proportionately assist residents could
be determined.

Mayor Stern stated an additional $55,000 allocation to the Lenox Senior
Center would put the City in a stronger position for negotiating funding
for the project from the School Board.
The motion passed 5-1 (Mayor Stern opposed).
It was moved by Councilman Backes, seconded by Councilman Martin, to
allocate an additional $11,000, for a total of $161,000 to the Lenox
Senior Center project.
The motion passed 5-1 (Councilman Griak opposed).
It was moved by Councilman Griak, seconded by Councilman Backes, to waive
reading and adopt Resolution No. 5947, entitled "Resolution approving Com-
munity Development Program and authorizing submission to the U.S. Department
of Housing and Urban Development with assurance and proper certifications.'�
The motion passed 6-0.
4. Election
Procedures
At a point later in the evening, Ethel Graves,
3600 Quebec Avenue, requested the Council to
establish a procedure for calling a special
election and setting election date.
The City Attorney explained the City currently has no procedure
in the Ordinance Code for establishing a special election, and
might consider adoption of such a procedure.

It was moved by Councilman Hanks, seconded by Councilman Backes, that
the City Attorney address the quesCion if an ordinance is necessary to
provide for a special election and if this ordinance is found to be
appropriate, thaC a draft ordinance be prepared; this information should
be contained in a reporC for Council consideration on February 6, 1978.
The motion passed 6-0.
5. Housing The Planning Director presented the Housing
Assistance Plan Assistance Plan for 1978-1980. He explained
the City is approaching 300 assisted housing
units for low-income families. He continued
that the (:ity's Housing Assistance Plan attempts to balance local needs
and the direetion of the Metropolitan Council in providing low-income
housing. He added that there is also an attempt to balance the housing
supply to be consistent with approximately 60 percent single-family
dwellings and 40 percent multiple-family dwelling units.
In response to a question from Councilman Hanks, the Planning Director
indicated the development in Oak Park Village is included in the current
Housing Assistance Program, and current programs are focusi.ng primarily
on middle-income families; during prior years, the focus has been on
low-income financial assistance. He explained the Section 8 housing
program is a rental assistance program whereby private developers construct
housing units, and the government subsidizes the rents of th� residents,
but does not subsidize the construction.
It was moved by Councilman Hanks, seconded by Councilman Griak, to
approve the Housing Assistance Plan for 1978-1980.
The motion passed 6-0.
6. Equipment

The City Manager presented two alternative
plans for a proposed garage facility adjacent
to City Ha11, as requested by the City Council
during the Capital Improvement Program review.

considered in the design of the facility.
