Call to Order A special meeting of the City Council was called to order by Mayor Stern at 6 : 30 p . m . 2 . Roll Call The following Councilmen were present at roll call : Ronald Backes Rose -Mary Griak Keith Meland Irving Stern Also present were the City Manager , City Attorney , Director of Planning , acting Director of Public Works and Chief of Police . PUBLIC HEARINGS 3 . WDK Enterprises , Inc . Consideration of renewal of on - sale and Sunday - sale liquor licenses for 1978 ; WDK Enterprises , Inc . , dba Renaissance , as described in Notice of Hearing dated December 21 , 1977 . Allen Christy , Jr . , counsel for WDK Enterprises , Inc . , announced that all principals of WDK were present as well as a representative from United National Corporation ( Knollwood Plaza owner ) , WDK accountant , and a representa- tive of the Musicians Union . He referred to the financial statements submitted to the Council which indicated an improved financial condition and asked renewal of the liquor license conditioned upon the favorable events of the last few weeks . He noted there had been an increase in sales and a decrease in operating costs in October and November , 1977 . He said the establishment is beginning to overcome the lack of goodwill at the location and suggested it would be unfortunate to require it to cease operation at this time . He also noted that approximately 40 St . Louis Park residents are employed by WDK ; contracts have been signed with musicians and the character of the shopping center will be undergoing changes which will also affect the character of the business at the restaurant . Ronald Blake , United National Corporation , read a letter from Eugene Eichenberg Executive Vice President of United National Corporation , New York City , which stated that United National was prepared to guarantee the operating obligations of WDK for a maximum amount of $ 25 , 000 until December 15 , 1978 , the expiration term of a liquor license , if issued . In response to questions from the Council , Mr . Blake stated it would take approximately 30 days to formalize such an agreement ; United National would not be involved in the body of ownership of WDK but would serve in a supervisory capacity insuring that proper accounting procedures are followed , etc . - 1 _ City Council minutes , January 3 , 1978 Mr . Silverman , In response to a question from CouncilmiedBPublic Accountants , stated Goldfein , Silverman and Company , Certif Manager by the 15th day of each month a letter was given to the City the average balances were since September , as required by the Council ; overdrafts for each month . He also stated that his firm ha dlesiness the accounting for approximately 15 restaurant / bars , and in t best months are October , November and December , although January , February and March are also excellent from the financial aspect . Mayor Stern declared the hearing closed . It was moved by Councilman Meland to grant the requested liquor license , suspending it for ten days until an agreement could be concluded with United National . There was no second to the motion . Mayor Stern suggested that rather than require the establishment to cease operations , the Council could grant an extension of the liquor license to January 16 , 1978 , for presentation of the agreement with United National Corporation . Councilman Griak stated that Condition No . 1 of the liquor license approval had not been met and she did not feel it appropriate to extend the license past January 5 , 1978 . She explained that the Council wants all businesses in the City to prosper , which was the basis for Condition No . 1 requiring good financial support . Mr . Christy stated that the distance between New York and St . Louis Park could cause a slight delay in the formalization of the agreement with United National . He also said that Condition No . 1 of the liquor license was agreed to in good faith , but under the circumstances it became an impossibility and was not violated by choice . Mayor Stern suggested that if United National Corporation guarantees the $ 25 , 000 in the demand account as required in Condition No . 1 of the liquor license , the Council may not have a reason to deny its renewal . The Chief of Police was asked , in view of his report to the Council on December 19 , 1977 , regarding after hours availability of alcoholic beverages to persons on the premises , if his Department had any objection to an extension of the liquor license . Chief Setter stated that the Police Department had no objection to an extension of the liquor license .
