LOUIS PARK, MINNESOTA January 21, 1978 A special meeting of the City Council was called to order by Mayor Stern at 9:OS a.m. The following Councilmen were present at roll call: Ronald Backes Aiartha Elstrom Rose-Mary Griak Lyle Hanks Jerrold Martin Keith Meland Irving Stern Also present were the City Manager and acting Director of Public Works. 3. Proposed The City Manager reviewed that the purpose of a Capital Capital Improvement Program is to provide an Improvement orderly scheduling and coordination of the many Program diverse projects occurring in the City. 'rhe acting Director of Public Works proceeded to outline the collectors and ar�erials that will be improved in 1978 to include; Excelsior Boulevard f.rom France Avenue to Highway 100; Vernon Avenue south o£ Highway 12; Cedar Lake Road extension; Highway � from Inglewood to Highway 100; the Louisiana Avenue extension. Mayor Stern requested that County Road 18 from Minnetonka Boulevard to Highway 7 be moved up from 1982 to 1981. (b) Plazas, Walks and Trails - The Council discussed that a trail moratorium is currently prohibiting trail construction in residential areas, and the lifting of this moratorium should be placed on a future Council agenda. The acting Director of Public Works outlined the sidewalk pro�ects for 1978: Minnetonka Boulevard west of Texas; West 26 Street and Utica; the outwalks on Minnetonka Boulevard from Highway 100 to Texas. After discussion by the Council relative to sidewalks on Excelsior Boulevard from Methodist Hospital to Highway 100, the Counci�. requested a reporC outlining several alternatives as to the feasibility of constructing sidewalks in 1978 or constructing temporary sidewalks to accommodate pedestrian needs until the County improvemenr project is completed. The acting Director of Public Works stated that pedestrian bridges scheduled for construction in 1978 are: West 26 Street and HighwaY ���' Wooddale and HighWay 7; grookside at Minnehaha Creek. The motion passed 7-0. The bus plaza construction program was outlined by the actiag Director of Public Works and included for construction in 1978: Inglewood and Minnetonka Boulevard; Excelsior Boulevard and Quentin; Vernon and Highway 12; Excelsior Boulevard and Meadowbrook Lane; Highway 100 and West 26 Street. � It was moved by Councilman Meland to s�hedule the bus plaza at � Wyoming and West 36 Street in 1978 and have the Knollwood Shopping Center developers fund the project. - There was no second to the motion. The acting Director of Public Works explained the proposed trail construction program to include: Northside trail from Westwood to the west City limits; Cedar Lake Road extension; Target/Knollwood; Franklin/Westmoreland; St. Louis Park library; Monterey/West 38 Street; Wooddale/Highway 7 to West 36 Street. He also showed the relationship of these proposed trails to the total City trail system. (c) Storm Sewers - The acting Director of Public Works explained the purpose of sedimentation basins and stated that a basin is proposed at Hannon Lake in 1978; miscellaneous laterals are also proposed for construction. (d) Sanitary Sewers - The acting Director of Public Works explained that new developers provide sanitary sewers in developments, and the program is designed to complete small projects within the entire system. He stated proposed projects for 1978 include: Flag Avenue south of West 16 Street; Jessie/Hillsboro area; West 28 Street; and lift station repairs at Natchez and Highway 7. Councilman Elstrom left the meeting at 11:15 a.m. (e) Water Utilities - The acting Director of Public Works indicated that based on the 1976 water study, watermain loopings are the major projects within the water utility program. He added that the loopin�s are designed to avoid deadends; control problems of low flow �nd connecti the entire City int:o a continuous water system. Water utility projects for 1978 include:�. It was moved by Councilman Meland, seconded by Councilman Backes, to include the Aquila and West 37 Street revisions in 1978. The motion passed 6-0. (h) Landscaping - The acting Director ot Public Works explained Che landscaping projects scheduled for 1978 to include: the Gorham industrial area; Oxford industrial area; the West 38 Street/Monterey parking lot; West 36 Street/Knollwood Plaza; various residential street projects; Park Hill; Cedar Lake Road from Nevada to Kentucky. He also explained the City's policy for ensuring proper sod installa- tion and care. (i) Park Development - The acting Director of Public Works outlined the development program for existing parks in the community which includes grading, equipment, refurbishment, landscaping and shelter construct�on: (j) New Parks - The City's proposed program for new park development was outlined. Councilman Hanks suggested that development of the soccer field at Westwood Junior High School be delayed until the School Board decision relative to junior high closing is known.
