SPECIAL CITY COUNCIL MEETING

Councilman Graves stated that he could not support this motion as he feels it
will hurt the existing senior program. Councilman Hanks stated that he is
opposed to not doing anything to reduce the general fund account, as proposed.
Councilman Griak stated that she can support allocating $5,000 in Community
Development funds for the maintenance of the existing senior program but that
she objects to the assumption that the entire $10,000 would be utilized to
maintain the existing program; she suggested that the City should consider
developing senior programs to reach those individuals not presently being
served under the Community Education program,

Upon motion of Councilman Hanks, seconded by Councilman Druskin, the meeting
was adjourned at 8:25 p.m. to be reconvened following the Board of Review
meeting.

discussion, Councilman Hanks moved, seconded by Councilman Thiel that the
Citv Council concur in the proposed adjustments to Route 36. The motion

--� resolution outlining redistricting criteria be adopted. Council -

man Graves stated his opposition to the Council adopting such a resolution
inasmuch as a recent meeting held in Minnetonka on June 5, 1975 was not rep-
resentative and was initiated by one of the County Commissioners. Councilman
Druskin stated that he likewise opposed the adoption of such a resolution and
felt that it would be unwise for the City Council to become involved without
a full discussion of the many facets of the problem. He stated that the matter
of County redistricting was the responsibility of the Hennepin County Commis-
sioners and that they are responsible to ensure proper representation for
both the urbanized and suburban areas.
Councilman Griak then stated that apparently she did not have all of the back-
ground information relative to this matter and thus withdrew her motion. Mayor
Fleetham indicated that he felt that the City should support a districting plan
that provides for suburban districts. He stated that the question involved
is whether or not suburbs should be dominated by the City of Minneapolis.
After a brief discussion, Councilman Griak moved, seconded by Councilman Graves,
that the City Council withhold support of resolutions that support obvious
positions of political figures outside of St. Louis Park. Councilman Griak
stated that by this motion, she wanted to ensure that party politics are kept
out of local government. The motion carried 7 - 0.
Councilman Thiel then moved, seconded by Councilman Hanks, that a resolution
be adopted by the City Council supporting equal representation according to
population. After discussion, the motion was withdrawn.

Councilman Hanks stated that he did not agree with the motion passed earlier
by the Council but would support taking $2,500 from the general fund and
transferring it to the senior citizen program, together with $5,000 allocated
from the City's community development funds. He stated that the senior citizf"�
program was an excellent program and that it should not be cut* Councilman
