Establisbing the Westwood HIlls Advisory Committee".
Councilman Druskin stated that he felt that the Committee should
select a temporary chairman for purposes of organization, etc,.
He then amended the motion to include that a temporary chat
person should not serve for more than four months and that the
permanent chair person should not be a chairman of any other
advisory commission. The amendment was accepted.

It was moved by Councilman Meland, seconded by Councilman Thiel,
to recommend that signs banning the left turn from southbound
Louisiana. Avenut to W. 31st Street between the hours of 7:00 to
9:00 a.m. and 4:00 to 6:00 p.m. be installed and to have appropriate
signing placed on old Louisiana Avenue between Kentucky Avenue and Jers',
Avenue informing westbound motorists that access to Louisiana Avenue
is available ahead instead of maneuvering north on Kentucky Avenue
to W. 31st Street.

It was recommended by Councilman Hanks to amend the motion that
France Avenue would not be connected to the Beltline Boulevard.

(h) REPORT RELATIVE TO PIC -A -POP REQUEST FOR BUILDING PERMIT,
Mr. Srinanda De, President of The Pic -A -Pop Company, spoke in favor
of the franchised operation. He stated that he wanted to open in
90 days.
After a lengthy discussion, Councilman Graves moved, seconded by
Councilman Druskin, that (1) Brunswick Avenue be left open
(south of trackage) and (2) that existing parking 6n public
right-of-way (Brunswick Avenue) be permitted until a decision is

made as to area parking requirements.
It was then stated that the applicant should be mindful that the City
Council cannot bind future Counclls and that no parking will be
permitted where hazards exist or visibility is distracted in the area.
The Council also acknowledged the Company's intentions to remodel
both the exterior and interior as well as comply with existing state
and local regulations regarding operations.
The motion passed 4--3. Councilman Thiel, Hanks and Mayor Fleetham
opposed.
