A regular meeting of the City Council was called to order by Mayor Fleetham
at 8 : 03 p . m .

The following Councilman were present at roll call :

Councilman Thiel arrived at 8 : 05 p . m .
Also present were the City Manager , Assistant City Manager , City ,Attorney ,
Planning Director , Director of Public Works and the Acting Secretary ,
4 . MINUTES
On motion of Councilman Hanks , seconded by Councilman Graves , the minutes
of the regular meeting held February 25 , 1975 , were approved by a 6 - O yea
vote . ( Councilman Thiel was not present for vote . )
5 . AGENDA
On motion of Councilman Hanks , seconded by Councilman Griak , the agenda of
April 7 , 1975 , was approved by a 74 yea vote with the following additions :
8 ( i ) Municipal Property Tax Resolution ; 10 ( i ) South Oak Hill Paving Project ;
10 ( j ) MTC Ridership Study ; and 11 ( c ) Mayor ' s Items .

( a ) EXTENSION OF BUS ROUTE 91 ( DEFERRED FROM 3 - 17 - 75 )
It was moved by Councilman Hanks , seconded by Councilman Meland ,
to approve the extension .
The Director of Public Works presented the various alternatives
for routing . He stated that the cost to the City for providing a
turnaround at the Lutheran Church of the Reformation would be
approximately $ 1 , 500 .
Mrs . Abe Smith stated that she approved of the turnaround , as proposed ,
and would encourage the Council to approve the route .
Upon a motion by Councilman Hanks , seconded by Councilman Meland , the
bus turnaround was approved .
The motion passed 7 - 0 .
( b ) LIQUOR LICENSE POLICY ( DEFERRED FROM MARCH 31 , 1975 )
This item was deferred until April 212 1975 .
( c ) MINNETONKA BOULEVARD SIGNAL MODIFICATION PLANS ( DEFERRED FROM 3 - 31 - 75 )

( f ) WOODDALE AVENUE PARKING RESTRICTIONS ( DEFERRED FROM MARCH 3 , 1975 )
President Pro - Tem Graves assumed chair .
The Director of Public Works made a presentation on the various
alternatives and explained various options open for Council discussion .
After considerable discussion regarding possible street- widths and
placements of sidewalks and bike trails , Councilman 11hiel suggested
that the Council consider building a 36 foot street- and eliminating
the sidewalk on the west side .
The Director of Public Works stated that an B ' bike trail is required
by the Department of Natural Resources if bike trail grant monies were
to be utilized .
Councilman Druskin stated that he was not notified of this matter prior
to the meeting , lie then moved to defer further consideration until.
April 21 , 1975 . The motion died for lack of a second .
It was moved by Councilman Thiel , seconded by Councilman ] tanks to
construct Option D with. a 36 foot street- width . Councilman Griak
questioned eliminating the sidewalk on the west side .
The motion failed 3 - 2 - 1 . ( Councilman. Graves , Griak opposed , Councilman
Druskin abstaining , Mayor Fleetham not present for vote . )
It was moved by Councilman Thiel , seconded by Councilman llanks , to
defer to April 21st . The motion passed 6 - 0 . ( Mayor. Fleetham not
present for vote . )

( j ) MTC Crosstown Bus # 36
Mr . Cam Andre , Metropolitan 'Transit Commission executive , gave a pre -
sentation and stated that the problem is not enough people use the No ,
36 bus on a regular basis . Of those who do , more than half ride free
as transfers , senior citizens , or children . Although ridership and
revenue have shown some improvement , Mr . Andre said the figures do
not justify maintaining the existing level of service . He will be
reporting to the MTC later this month and hopes for alternative for
reduction in service rather than complete elimination .
The Council suggested having service on the hour and restoring service
to Methodist Hospital .
11 . NEW BUSINESS
( a ) ACQUISITION OF LAND - PROPOSAL MINNEHAHA CREEK (M&C 75 - 24 )

It was moved by Councilman Graves , seconded by Councilman Griak ,
to waive reading and adopt Resolution No . 5259 entitled , "Resolution
Authorizing Purchase of Property for Open Space Purposes " .
The motion passed 5 - 0 - 1 . ( Councilman Meland not present for vote
and Mayor Fleetham abstaining . )
( b ) ACQUISITION OF LAND - LOUISIANA AVENUE EXTENSION NDP STORM SEWER
It was moved by Councilman Graves , seconded by Councilman Hanks ,
to authorize staff to negotiate for purchase of the required land .

The Mayor outlined the progress of the current legislation and

ndicated that the suburbs will need help in opposing Minneapolis
sponsored legislation which will increase taxes approximately $ 20
per year .

SOFTBALL GAME
The Mayor asked for volunteers for a game for Variety heart Hospital
sponsored by B ' Nai B ' Rith . The hours could be anytime from 7 : 30
a . m . to 7 : 30 p . m . on June 8 , 1975 .
It was moved by Councilman Hanks , seconded by Councilman Graves ,
that all of the council should participate at 10 a . m . , June 8 , 1975 .
