HomeMy WebLinkAbout1975/04/29 - ADMIN - Minutes - City Council - Regular e ort of Employee Appointment - Personnel Director . n adopting the 1975 Annual Budget , the City Council provided for the position of a full - time Personnel Director ,. since that time , the City Fas been recrulting , screening and interviewing applicants for this positron . The City has advertised this vacancy in numerous nation - wide state and local publications ; has written letters to state universities , personnel organizations and state municipal leagues ; and contacted individuals in the graduate school at the University of Minnesota and individuals from various local businesses and governmental agencies . Over 100 applications from individuals throughout the United States were received and evaluated ., Twenty - five individuals were interviewed and five of these evaluated by Dr . Richard Gillmer . After screening and interviewing numerous candidates , Mr , Duane Peterson , has been selected to fill this vacancy , subject to Council confirmation . Mr . Peterson was awarded a Bachelor of Arts Dbgree , Magna Cum Laude , from the University of Minnesota in Duluth in 1968 with a major in Psychology and minors in Business and Economics . Following graduation , he entered the United States Air Force where he spent over four years and achieved the rank of Captain . During his tenure in the Air Force , Mr . Peterson supervised numerous staff personnel , counseling and assisting them with day - to - day problems and serving as a coordinator and liaison with the base personnel office . During an assignment in the state of Washington , Mr . Peterson taught General Psychology and Learning and Motivation at the University of Pudget Sound . While on assignment in Duluth , Mr . Peterson obtained further personnel experience and served as the base training officer . He also % taught human relations and adjustment at the Duluth vocational school . In 1973 , Mr . Peterson entered the University of Minnesota School of Business where he received a Master of Arts Degree with a major in Personnel and Indu5) trial Relations , minor in labor law and economics , Mr . Peterson has also served as an assistant under the director of the Industrial Relations Center at the University . Some of his course work included : compensation and wage and salary administration ; labor arbitration ; labor law ; collective bargaining , recruiting , staffing and employment ; manpower management ; insurance and benefits ; etc . As a result of his many research projects , Mr . Peterson is familiar with all recent Minnesota public sector grievance and arbitration cases as well as both state and national labor laws ,, In addition , Mr . Peterson has been employed as an instructor for the Industrial Relations Center ' s Employer Education SeNi ce . In this position , he developed and presented workshops and seminars relating to personnel administration and public sector contract negotiations which have been presented throughout the State of Minnesota , including Hennepin County . He has also developed and conducted conferences 1 11 across the state in labor relations , compensation , manpower training and development , supervisory management and organizational behavior . 122A • worked with National Supermarkets Inc , teaching Mr . Peterson is married and lives in Hopkins , Minnesota His references , educational background and experience , particularly in she field of personnel management and public sector labor relations , make him qualified to fill the position of Personnel Director for the City Of St .
