SPECIAL CITY COUNCIL MEETING

1 CALL TO ORDER
The special meeting of the City Council was called to order by Mayor

On motion of Councilman Hanks , seconded by Councilman Griak , the agenda of
April 295 1975 was approved by a 7 yea vote ,

( a ) IMPROVEMENT NOo 75411 PAVING , CURB AND GUTTER IN SOUTH OAK HILL AREA
AS DESCRIBED IN NOTICE OF HEARING PUBLISHED APRIL 10 AND APRIL 17 , 1975
Mayor Fleetham opened the hearing ..
The Director of Public Works explained in detail and presented a slide
presentation on the proposed improvement project , The City Assessor
explained the Council policy for the assessment of permanent paving ,
curb and gutter improvements . Councilman Hanks noted that a resident

Walter Goodland , 7833 Cambridge , questioned what would be different
about the proposed paving compared with what exists and the amount
of traffic along Cambridge Avenue , The Director of Public Works
replied that because of the base materials used and the fact that
curbs and gutters provide for proper drainage , the City guarantees
the paving for at least 20 years , although it is anticipated that
it will last longer . He also stated that Cambridge carries
approximately 1 , 900 vehicles per day ; the normal amount of traffic
on residential street %aries anywhere from 400 to 4 , 000 vehicles per
day .

regarding maintenance costs for temporary streets , Councilman Hanks
noted that approximately 60 % of the streets in St ., Louis Park are
now permanent and that those streets which are given temporary
maintenance or patching have the entire cost for that maintenance
assessed against the benefiting properties � He also requested the Council
to look into deferred assessments for senior citizens , the irregular
shape lot of his neigbor and proposed reduced assessment for such
property .
Mr . flames Steiner , 3862 Brookview Drive , encouraged the City to improve
Edgebrook Park and to provide better traffic controls along Texas Avenue ,

her support of new asphalt , but her opposition to curb and gutter .
Mrs .. R . Schmitz , 7405 Edgebrook Drive , inquired as to the storm sewer
now under construction . The Director of Public Works informed her that
her property was not within the storm sewer- project and noted that a
line will be run down Texas Avenue to remove existing water problems .
Mr ; Robert Stevens , 3881. Brookview Drive , inquired as to how the

( a ) assessment will be computed on his lot and was encouraged to check
4with the Assessor. He also noted a pipe which runs across Minnehaha
Creek and suggested that staff look into it as a potential hazard .
Several persons asked various questionS as to the adequacy of
the specifications and methods of assessment and timing of
payments
There being no \ one further wishing to speak , the Mayor closed the
hearing RESOWTION NO , 5273
Councilman Mel and stated that.7 it appeared that a majority of the
people in this area were in support of the improvement project
and that he felt the area was in need of better drainage and street
improvements „ It was then moved by Councilman Meland , seconded by
Councilman Thiel , to waive reading and adopt Resolution NOL. 5273
entitled , " Resolution Ordering Improvement , Ordering Preparation
of Plans , and Authorizing Advert isemdrit for Bids , Improvement No .
75 - 01 , Paving , Curb and Gutter " with the following conditions :
( 1 ) that steps be taken to solve the Division Street drainage
problem ; ( 2 ) that $ 230 credit per front foot , previously
authorized by the Council , on the 7500 blocks of North Street
and Edgebrook Drive , be implemented ; ( 3 ) that a design study be
conducted for the alley between Pennsylvania and Oregon Avenue ;
( 4 ) that a deferred assessment for a portion of the irregular shape
lot on Brookview ( Steiner ° s ) be considered ; and ( 5 ) that a study
of traffic conditions in the neP; ghborhood be implemented following
project completion .
Councilman Druskin inquired as to the number of signatures that were
on the petition opposing the project ,. He stated that while he
favors permanent type streets as in the best interests of the City ,
the people living in the area should decide the question and be
given an option of temporary repairs versus permanent - type streets .
Councilman Hanks stated that the experience of the City has been
that the temporary patching work is not economically sound and
that most people , given the option , would choose permanent type
streets when the costs have been approximately half of the cost.
