SPECIAL CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
March G , 1975
The second public hearing on the proposed St . Louis Park Community Development
program was called to order by Mayor Fleetham at 8 : 25 p . m . The following
Councilmen Were present at roll call :
Richard Graves
Rose —Mary Griak
Keith Meland
Frank Fleetham
Councilman Thiel arrived at 8 : 38 p . m . ; Councilman Hanks arrived at 8 : 58 p . m .
Councilman Druskin was out of the City .
Also present were the City Manager , Planning Director , Director of Public
Works and Acting Secretary .
CO.NMUNITY DEVELOPMENT PROGRAM
Mayor Fleetham opened the hearing and explained the background of the Community
Development Program and the purpose cE the public hearing .
Margaret Gingerich , chairman of the Citizens Advisory Task Force on the Community
Development Program , briefly reviewed the meetings held by the Citizen Advisory
Task Force and the various recommendations of the task force . She noted that the
task force totally supports the proposed Community Development Program �B presented
to the City Council prior to the public hearing .
The City Manager briefly described how the citizen participation plan was
implemented and the numerous meetings held and the recommendations received .
Air . Cliff Dahl , representing the St . Louis Park Older American Council- , stated
pleased with the proposed
that the representatives from the Senirr Program are
allocations under the Community Development Program for senior citizens . He
urged Council approval and stated he felt the Community Development Program i
would greatly assist implementing needed community improvements .
Sue Nelson of the St . Louis Park Emergency Program ( STEP ) stated that she and
other people working on STEP were pleased to see that the task force has rsm .

There being no one further wishing to speak , the Mayor closed the hearing .

HOUSING ASSISTANCE PLAN
The Planning Director reviewed the process for development and requirements of
the Housing Assistance Plan and noted tht the data generated had been tested
several times . He reviewed the purposes of the Housing Assistance Plan
including the provision of adequate housing , assessing of existing housing stock ,
determining needs , locations , eligibility , etc . He outlined the benefits which
are to be associated with the Housing Assistance Program .
The Planning Director then reviewed in detail various housing data included in
the Housing Assistance Plan and discussed the information contained therein as
it relates to existing housing and the needs of the community . He discussed
the standards that were used for evaluating the housing stock and the various
types and / or conditions of housing that were identified .
It was moved by Councilman Griak , seconded by Councilman Hanks , to approve the
Housing Assistance Program , as recommended , and authorize its submission as
a part of the Community Development Program to the Metropolitan Council for
review and the Department of Housing and Urban Development .
The motion passed 6 . 0 .
It was moved by Councilman Meland , seconded by Councilman Hanks , to send a letter
of thanks to the Citizen Advisory Task Force members . The motion passed 64 -
