The following The meeting w Councilmen were present : Lyle Hanks Richard Graves Rose -Mary Griak Seymour Druskin Keith Meland Leonard Thiel Frank Fleetham The following members of the Housing and Redevelopment Authority were present ; Jane Tschida Harvey Ratner Dudley Moylan Also present were the City Manager , Planning Director , Director of Public Works and Acting Secretary . Vice - Chairman , Harvey Ratner , explained that the HRA wished to get opinions from the City Council as to what types of development proposals for the Oak Park Village site the HRA should seek . He noted that generally the HRA prefers the " dispersed " development concept ; howeveNer , the HRA does not wish to close the door for possible other development alternatives . The City Planner explained the existing topographical features and amenities of the site and alternative roadway configurations . Councilman Griak stated that she would prefer to see the commercial area located at the south end of the site . Councilman Thiel recommended that as much development as possible be considered- around the lake area if it would help the over - all development concept . Jane Tschida stated that one advantage of the " integrated " housing concept is that it would not separate different ages and incomes of people and will leave a larger area available for open space . Councilman Thiel questioned whether or not it would be advisable , if the integrated concept were selected , to require that it be developed by one developer rather than several . Mr . Ratner explained the number of par cels involved and the fact that the HRA is anticipating deve and 200 lopment of approximately 800 apartment - type units family - type units . He noted that the balance of the site improvement cost total approximatel be Financed through tax increment bonds • 74 based $ 660 , 000 of which would sed on the Community DevelOPment 62 Special Council Minutes , March 3 , 1975 Program allocations . He noted that the HRA hopes the City Council will allocate sufficient funds for site improvements of Oak Park Village under the Community Development Program . After further consideration , the Council expressed support for the j HRA ' s proposals for development and acknowledged the need for Community Development funding as well as a tax increment bon financing .
