( e ) APPOINTMENTS TO ADVISORY BOARDS / COMMISSIONS . The Mayor noted that not all of the applicants for Fire Civil Service Commission have been interviewed . He stated that the remaining appli- cants will be interviewed on February 18 , 1975 , ( f ) PROPERTY LEASE AGREEMENT - LUTHERAN CHURCH OF THE REFORMATION . It was moved by Councilman Graves , seconded by Councilman Druskin , to defer this matter until February 18 , 1975 . The motion passed 7 - 0 . ( g ) NORTHLAND ALUMINUM SPECIAL PERMIT STATUS . Mr . Dave Dalquist , President of Northland Aluminum , stated that there was an error in construction of the structure on top of the building 32 Council 'oinutest February 3y 1975 i0 . ( g ) which has been corrected . He also noted that most of th © items in the Special Permit have been substantially completed and that the Company intends to comply with the screening provision . However , Mr . Dalquist indicated that due to the current economic climate , Northland Aluminum has been unable to comply completely with all of the items at this tire . Councilman Druskin stated that he cannot vote to permit changes in the Special Permit unless they can be adequately justified . It was moved by Councilman Graves , seconded by Councilman Thiel , to refer this matter to the Planning Commission for review . The motion passed 7 - 0 . 11 . NE14 BUSINESS ( a ) TABULATION OF BIDS - FIRE ATTACK VEHICLE . It was moved by Councilman Thiel , seconded by Councilman Graves , to designate Pierce Manufacturing Company as lowest responsible bidder and authorize execution of contract . ( c ) HIGHWAY DEPARTMENT MEE 'T' ING - REVIEW BY MAYOR , The Mayor reported on the status of the following items following a meeting with representatives of the State Highway Department : ( 1 ) Ottawa and Highway 7 intersection - construction planned for 1976 . ( 2 ) 38th Street and Monterey Signal - Highway Department hopes to be able to permit the City to * Construct this year . ( 3 ) Vernon Avenue / Cedar Lake Road -- E31. ghway Depnrtment concurs with plans and recommends that it be done in conjunction with FAU or as a state aid project . ( 4 ) Pedestrian bridge at 26th and 100 - it was recommended that the City pass a resolution requesting the Highway Department to partic - ipate in funding the bridge . ( 2 ) Councilman Griak reported on the following action taken by the League of Minnesota Municipalities Board of Directors - a . Oppose legislation to permit wine in grocery stores . b . Took no position on advertising liquor prices . c . Took Pee- action to support a special assessment for community education ; allowing communities to support it if they wish to levy a $ 1 . 00 per capita tax for community schools . 12 . MISCELLANEOUS ( a ) DAMAGE CLAIMS . It was moved by Councilman Griak , seconded by Councilman Hanks , to file claims with City Clerk for proper action by the City Manager and the City Attorney , The motion passed 7 - 0 . ( b ) CO:L,LVICATIONS FROM CITY MANAGER , ( 1 ) It was moved by Councilman Meland , seconded by Councilman Hanks , to hold a public hearing on 8 : 00 p , m . on February 25 and March 4 , 1975 on the proposed Community Development Program . The• motion passed 7 . 0 . The Council also agreed to hold an information meeting on the proposed Community Development Program at 7 : 30 p . m . on February 13 , 1975 . It was requested that members of all citizens ' advisory boards / commissions be invited to attend , ( 2 ) The Executive Board of Methodist Hospital has requested that the Council set a date to meet with them regarding Louisiana Avenue . It was agreed that alternative dates would be established at the weekend study meeting . ( 3 ) The Manager reported that the State Highway Department has notified the City that the intersection of Virginia and Cedar Lake Road does 34 Council Minutes , February 3 , 1975 12 . ( b ) ( 3 ) not meet the necessary warrants , and therefore , a stop sign will not be installed at that intersection . The Council agreed to refile the application . ( 4 ) It was moved by Councilman Graves , seconded by Councilman Griak , to hold the study meeting previously scheduled at Spring Hill at the Ambassador Motor Hotel . The meeting will begin at 6 : 30 p . m . on Friday , February 7 , 1975 and at 8 : 30 a . m . on Saturday , February 8 , 1975 . The motion passed 7 - 0 . ( c ) VERIFIED CLAIMS .
