Mr . Baker snowed several layouts for the area near Minnetonka Boulevard and
HigLway 7 which have been proposed by the State Highway Department . He noted
that it would be possible to take the previous consultant ' s plan ( Bather , Ring -
rose , Welsfeld ) and provide additional parking . He noted that the area needs
general ;: pgrading in order to become economically viable and that certain
modifications and changes in land use would help improve the overall area .
He noted that the representatives of the Lincoln Del had requested to meet with
the Council in order to expose them to a " park mall " concept and to get the
Cou-nci1 ° s reaction . He outlined the plans of the Lincoln Del which would include
the purchasing of the house north of the Del ( on Huntington Avenue ) and the Mobil .
Station and Giller liquor area to the west ( Minnetonka Blvd . ) . Mr . Be renbe rg
stated that once the proposed improvements were completed , the area adjacent to
the residential property on the north would be returned to green space , neighbor -
Lecd buffers constructed , et cetera .
In response to a question from Councilman Hanks , Mr . Baker stated that various
solutions to avoiding increased traffic on Sunset Boulevard should be explored ,
bit he felt that through proper design no increase in residential traffic would
result from the proposed modifications and improvements .
In response tc a question from Councilman Druskin Mr . Baker stated that he does
not believe these modifications will increase traffic along West 28th Street , but
that further st -.: dy would be needed . He further noted that the 'Lincoln Del pro -
posal will net solve all of the existing problems in the area but it is better
than what now exists and offers a real opportunity to plan improvements to the
general area with the County and State Highway plans .
Mr . Berenberg outlined the Lincoln De 1 ' s option to purchase the Giller property .
He stated tf. at this presented an opportunity r. o make some significant improvements
to the entire commercial area and surrounding neighborhood ifp ro erl planned .
