SPECIAL CITY COUNCIL MEETING
ST LOUIS PARK, MINNESOTA

The special meeting of the City Council was called to order by Mayor
Fleetham at 7:00 p m. for the purpose of canvassing the election
returns of the City general election held November 4, 1975. The
following Councilmen were present:
Seymour Druskin
Lyle Hanks
Keith Meland
Frank Fleetham
Also present were the City Manager, Director of Finance/City Clerk,
and Acting Secretary.
The City Clerk explained that he and two of his election custodians
canvassed each voting machine and found no material errors in the
tabulations submitted by the election judges on Tuesday, November 4,
1975 In addition, all return sheets and absentee ballots were
examined, including the return envelopes and applications, Al
tabulations were correct, except in Ward 4, Precinct 2, the total votes
cast for Dahl were overstated 100 votes, and in Lard I, Precinct 55 one (1)
absentee ballot was credited dt

review by the Council,

Also present were the City Manager, Planning Director, and Director of Public
Works, Representative John Arlandson, Mayor -elect. Jim Dahl and Councilman -at -large
elect Ron Backes were also present..
Councilman Griak explained that the Kilmer Highway Subcommittee had requested to
meet with the Council to discuss the City's position on the proposed I-394 and
to review the status of this proposed project. The Planning Director briefly
outlined the history of proposed I-394 and cited the various levels of
participation, studies and statements made by the Council relative to this project.
Councilman Meland, a member of the Interstate Study Committee, reviewed the
activities of the committee and.noted that. the Interstate Study Committee recently
completed its studies as charged by the Legislature, adopted resolutions relative
to the various routes being studied and -has set a public hearing for December 11,
1975, He noted that relative to I-394, the Interstate Study Committee has
recommended that the environmental impact -statement be completed based on a six -
lane road constructed to freeway standards. The committee has also recommended
that the Highway Department look into various other matters including access,
Tight -of -way, elimination of a 50 400t transit -oriented median, use of reversible
lanes and/or bus lanes, linkage improvements with Highways 55, 7 and 18, possible park
and ride transit facilities, etc, He noted that the public hearing scheduled for
December 11th, will not alter the content of the report of the Interstate Study
Commission which will be submitted to the Legislature,
Larry Kirchner noted that the Kilmer Highway Subcommittee has monitored the
Interstate Study Committee meetings and is somewhat disappointed by the results
of the committee's study. He questioned the data used by the Study Committee
and noted that the same conditions may not currently exist as existed when the
data was collected.
In response to a question from Councilman Griak, as to how St. Louis Park can
lessen the impact of I-394 on the community, Councilman Meland stated that
both the Metropolitan Council Project Management Board has committed itself
to a second citizen advisory committee to participate in the design studies,
and the Interstate Study Commission has recommended allowing the appropriate
neighborhood groups, commercial businesses, and municipalities to be invol"r0d

In to=ponce to questions from Councilman Druskin, Representative Arlandson stated

pc�n unanimously by the Legislature. He i emarked that the Interstate. Study
L1- ,ittee may not. have been able to fulfill the entire mandate of the State
LFglslature in such a short period of time.
�,;yoc Fleetham noted that outstate communities have a difficult time in getting
floods and services to market and legislators from outlying areas may tend to
favor 1-394: He further noted that the population densities in the western
suburbs cannot, at the present time, support a fixed guideway transit system.
h!i Kirchner noted that since 1972 use of para -transit facilities seems to
be increasing and the number of cars on Highway 12 decreasing. Councilman Meland
noted that the data used by the Interstate Study Committee in its deliberations
were based on demographic projections, not extrapolations. He further noted that
they were not based on either a declining or rising birth rate, but rather were
hared on the number of people who are currently living in the metropolitan area
and are ptoential drivers of vehicles.
Following a discussion as to possible methods of funding various roadway
improvements, Councilman Hanks stated that .it is important for the City and
neighboring areas to be involved in the design phase of I-394, should it be
constructed, in order to help protect the community.
Jim Tacheny stated that he feels not enough study is being given to possible
transit facilities at the present time. Councilman Meland reiterated the fact
that the existing population densities in portions of the Metropolitan Area do not
appear to be able to support a fixed transit mode. Mayor Fleetham emphasized the
need to increase safety on I-394 as well as move vehicles.
In response to Councilman Druskin, Larry Kirchner stated that the Kilmer Highway
Subcommittee had as its objective in requesting this meeting to create a dialogue
between the Committee and the City Council and to exchange information and
thoughts on the issue of I-394. He hoped that this meeting would lay the ground
wozk for a harmonious relationship in the future and also provide an information
session for new Council members on the history of the I-394 subject.
Councilman Griak thanked the members of the Kilmer group for meeting with the
