Councilman Thiel arrived at 2 : 02 p . m .
1 . Community Development Program - The City Manager briefly explained the
legislation setting up the Community Development Block Grant Program , eligible
and ineligible activities and the application process . The City can anticipate
receiving approximately $ 2 . 67 million over the next five years under this
program . He noted that the City ' s application must be reviewed by the
Metropolitan Council and submitted by April 15 , 1975 to the Department of
Housing and Urban Development for final review .
He explained that following numerous meetings , involving employees from all
of the departments of the City , staff has prepared some proposed goals
and objectives and a work program for Council consideration for the
Community Development Program .
Councilman Druskin requested that the Council be furnished with additional
information regarding Community Development legislation , eligible activities ,
etc .
Following a presentation by staff of a possible Community Development Program ,
it was agreed that the goals and objectives of the City and the Community
Development Program , in particular , would be further discussed at the weekend
study session . The City Manager informed the Council that a list of goals and
objectives , copy of legislation , etc . would be forwarded to the Council shortly
2 . Capital Improvements Program - The Director of Public Works reviewed the
propoved Capital Improvements Program ,
Street Construction and Pavin - The Council agreed that the Westdale area
paving project should be considered during 1976 , as originally proposed .
Councilman Graves inquired as to whether or not the area near Win Stephens ,
to connect with Vernon Avenue could be moved up from 1977 . The City Manager
stated that this may Possibly
should be available within twobtoellgible for FAU funding and more information
three months ,

It was Agreed that because the street surface was in relatively good shape ,
Westwood Hills Curve south of Franklin would be done in a later year .
Streets and utilities have been proposed for the West 28th Street area for
1975 . The Council may wish to consider some sort of package " approach "
including sewers , water and street improvements for this area because of
the economic feasibility .
Councilman Druskin informed the Council that the residents of the Lake Forest
area would like to have the City consider some different types of curb
and guttering than being put in the remainder of the City . It was agreed
that the northerly portion of the Lake Forest proposed for construction in
1978 be moved to 1976 .
Sidewalks , Plazas , Trails , Ped Bridges - Mayor Fleetham inquired as to whether
residents would be assessed for sidewalks on thoroughfares and collector
streets or whether the City would pay the tntire cost . Councilman Druskin
stated that the Council should establish some type of criteria in determining
the benefit to the City in constructing various sidewalks . The City Manager
stated that staff is preparing a report on traffic volumes which may be
helpful to the Council in deciding where to place sidewalks and how they should
be financed .
Mayor Fleetham stated that he believes the pedestrian bridge at Highway 7 should
be constructed prior to the one over 100 at West 26th Street .
Storm Sewer - The Director of Public Works noted that the Council may wish to
consider having a study done to assess the future needs of the City ' s water
supply system .
Sanitary Sewers - No changes
Water Utilities - No changes
Decorative Street Lighting - No changes
Traffic Signals - No changes
Municipal Building - No changes
Landscaping - No changes
Parks - No changes
The meeting was adjourned at 4 : 35 p . m .
